<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />September 7, 1937 <br /> <br />The regular meeting of the Village Council was held at the Municipal Bldg Wed Sep 7, 1937 at 8 <br />o’clock P.M. <br /> <br />Members present: <br />J.D. Flaherty, Pres.; G.A. Bailey, Geo Cornelius, Wm Patenaude, Trustees; <br />Wm H Greupner, Clerk. <br /> <br />The minutes of last meeting were read and approved. <br /> <br />Mr. Handke, Supt of schools came before the Council and asked if the Council would pay for the <br />school police as they had in the past years. A motion was made by G.A. Bailey seconded by Geo <br />Cornelius to hire Harold Sykes at $10.00 a month to act as police on the highway at the school <br />corner. Motion carried. <br />Mr. Handke also asked to have a committee of the Council meet with him to see if a better plan <br />could be figured out to take care of loading up he school buses. J.D. Flaherty pres appointed Geo <br />Cornelius and G.A. Bailey to meet with Mr. Handke and take care of this matter. <br /> <br />It was brought to the attention of the Council that something should be done about the bicycle <br />riders in the business district. It was decided to have the clerk put a notice in the paper asking all <br />bicycle riders not to ride thru the business district. <br /> <br />Mr. Noonan attorney for O.W. Farrell and and Sust of Nyberg, lease agent of the Great Northern <br />Railroad Co, were present at this meeting to discuss the building permit for an Oil Station on the <br />property between Steins Warehouse and the Depot which the Council had denied at a previous <br />meeting. Mr. Noonan presented a new set of plans and specifications which he asked the Council to <br />act on. Frank White, Village Attorney, said he wished to look over these plans and specifications. A <br />special meeting to be called Sept 20, 1937 to act on this matter. Mr Nyberg spoke to the Council <br />about the resolution that the said Council passed on Aug 18, 1937 whereas the claims that the <br />property which the Great Northern Railroad Co leased to O.W. Farrell was a highway by <br />prescription as the Village has used it for this purpose for about 70 years. The said Mr. Nyberg told <br />the Council that this matter would have to be straightened out and that they could take it to court as <br />they claim the village has no right to this land. <br /> <br />Mr. Ed Rowland representing the Highway Dept came before the council with the plans of the new <br />highway which is going to be build between Anoka and Elk River and asked the Council to pass a <br />resolution accepting the grade approval in the city limits. A good share of the people living on Main <br />Street were present at this meeting interested to know where the highway was going thru Elk River. <br />Mr. Ed Rowland told the people that the present project was up to the Mississippi bridge and that <br />there would be plenty of hearings for the people to voice their opinions when they continued the <br />highway from there on. The following resolution was passed <br /> <br />Whereas the Commissioner of Highways of the State of Minnesota is about to designate the location <br />of Trunk Highway No. 10 formally designated Trunk Highway No. 3 through the village of Elk <br />River as shown upon the plan which is presented herewith and made a part hereof, and <br /> <br />
