<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />April 5, 1937 <br /> <br />The regular meeting of the Village Council was held at the Municipal Bldg Monday April 5, 1937 at <br />8 o’clock P.M. <br /> <br />Members present: <br />J.D. Flaherty, Pres.; Geo Cornelius, G.A. Bailey, Wm Patenaude, Trustees; <br />Wm H Greupner, Clerk. <br /> <br />The minutes of last meeting were read and approved. <br /> <br />Mr. Oscar Satterstrom came before the Council stating he had purchased Caleb Johnsons business <br />known as tick tock café and wished for an on and off sale non-intoxicating malt liquor license. Mr. <br />Nels Christenson was present and told the Council he had known Mr. Satterstrom for a good many <br />years when they lived at Grasston, Minnand said he knew he would conduct his business property. <br /> <br />Mrs. A Roberts and Mrs. Wm Anderson were called before the Council in regards to their bills <br />against the Village for taking care of Ann Nokk. Mrs. Roberts explained that she was hired by Geo <br />Tyler, County Attorney, and that her bill of $85.00 a day was reasonable because she was on duty all <br />day and part of the night. The Clerk informed the Council he had seen Geo Tyler and was told that <br />the Village was obliged to pay these bills and could charge one half to the county. <br /> <br />Due to the fact that R.R. Latta is unable to take care of the Justice of peace work, as he is working <br />out of town and Henry Pfeiffer resigned as Justice of peace a motion was made by Geo Cornelius <br />seconded by Wm Patenaude to appoint Fred Nickerson to take Henry Pfeiffers place. Motion <br />carried. <br /> <br />Wm Greupner, Clerk reported that Mr. Campbell, District Overseer of the W.P.A. projects in this <br />District wanted to know if the Village of Elk River cared to carry on the curb and sidewalk project <br />after some discussion it was decided to have Albert Middlestadt as foreman and the Village should <br />continue building curbs and sidewalks under the W.P.A. project. <br /> <br />A motion was made by Geo Cornelius seconded by G.A. Bailey to hire Harold Keays to take care of <br />the Houlton Memorial and the Village Park. To plant flowers in the flower beds and vases. Work to <br />start April 15 at $15.00 a month. $10.00 for the Village Park and $5.00 for the Houlton Memorial <br />Park. Motion carried. <br /> <br />P.V. Christen presented a milk application to deliver milk and cream in the Village. The application <br />was tabled until the next meeting so the Vetenary could approve Mr. Christens farm. <br /> <br />A letter was read from Miss Gertrude Hoyt, County Welfare Director, stating that the 2 mills the <br />Village and Townships gave them in 1936 was not sufficient to take care of relief purposes and <br />asked that the Village turn over 3 mills for the year 1937. It was decided to have the Clerk send in <br />only the 2 mills as that was the plan when the Village budget was made out. A motion was made by <br />G.A. Bailey seconded by Wm Greupner to stay in the relief set up and send a warrant for whatever <br />amount the 2 mills are. Motion carried. <br /> <br />
