<br /> <br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.6 <br />Agenda Section Meeting Date Prepared by <br />Consent February 18, 2020 Ron Nierenhausen, Chief of Police <br />Item Description Reviewed by <br />Joint Powers Agreement with State of Minnesota Cal Portner, City Administrator <br />for Funding. <br />Reviewed by <br /> <br /> <br />Action Requested <br />Adopt, by motion, a revised joint powers agreement with the State of Minnesota to fund changes to the <br />current records management system. <br /> <br />Background/Discussion <br />The purpose of the joint powers agreement between the City of Elk River and the State of Minnesota is to <br />fund changes that need to be completed to our records management system (RMS). As of April 30, 2021, the <br />police department will need to comply with the new National Incident Based Reporting System (NIBRS), <br />which will require programming changes to the current RMS. <br /> <br />The police department has received a quote for $8,000 from our RMS vendor to make the necessary changes. <br />The State of Minnesota has received federal funding for the project and by entering the joint powers <br />agreement, the state will reimburse the police department the $8,000. <br /> <br />The state sent a revised joint powers agreement, which extends the deadline for which the City of Elk River <br />can request reimbursements.
