UTILITIESCOMMISSIONMEETING <br />TO:FROM: <br />ERMU Commission Troy Adams, P.E. –General Manager <br />MEETING DATE: AGENDA ITEM NUMBER: <br />December 17, 2019 4.1 <br />SUBJECT: <br />Policy Manual Initiative <br />ACTION REQUESTED: <br />Approve, as outlined in the memo, the following: <br /> Remove the following policies from the PolicyManual: E.6a,E.7,E.7a, E.12, E.12a, E.12b, <br />W.6a, W.6b, W.6c, W.8, W.8a, W.9a, and W.10. <br /> Move the following policies to the Commission Policy Manual: E.5, E.6, E.10, W.5, W.6, <br />W.7, and W.9. <br /> Delegate authority to management and move the following policies to the Management <br />Policy Manual: E.2, E.3, E.4, E.8, E.9, E.11, W.2, W.3, and W.4. <br />BACKGROUND: <br />In 2017, the Commission worked with staff and a consulting firm todevelop governancepolices <br />based on the Carver Model governance style. The previous polices were left in place, redundant <br />with the new policies. An initiative was created to develop a migration plan for relevant old <br />policies to become part of the new policy manual, confirm delegation of authority to <br />management for old policies that are not governance, and to eliminate or remove documents <br />that are not policy. The initiative will address the section of the old policy manual per the <br />following commission action request tentative schedule: <br /> <br />• September: Rates, Fees, and Programs Section <br />Service Agreements & Requirements Section <br />• October: Personnel Section <br />• November: Administration Section (Except A.1 Service Policies) <br />• December: Electric Section (Except E.1 Electric Department Rules) <br /> Water Section (Except W.1 Water Department Rules) <br />• March: A.1 Service Policies <br /> E.1 Electric Department Rules <br /> W.1 Water Department Rules <br /> <br />Per the schedule, the Commission took action on the Rates, Fees, and Programs section as well <br />as the Service Agreements & Requirements section in September. The Commission took action <br />on the Personnel section in October.
