<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />April 3, 1939 <br /> <br />The regular meeting of the Village Council was held at the Municipal Bldg Monday March 6, 1939 at <br />8 o’clock P.M. <br /> <br />Members present: <br /> Frank Nickerson, Pres.; G.A. Bailey, Wm Patenaude, and Geo Cornelius, Trustees; <br />Wm H Greupner, Clerk <br /> <br />Minutes of last meeting were read and approved. <br /> <br />This being the meeting for the renewal of non-intoxicating malt liquor license there was a large <br />delegation present to voice their opinions on some of the licenses. The applications for on and off <br />sale non intoxicating malt liquor licenses and the motions are as follows – <br /> <br />Bares Café – on and off – motion by Wm Patenaude and G.A. Bailey <br />John Blocker – on and off – motion by Wm Greupner and Geo Cornelius <br />Joseph Johnston – on and off – motion by Wm Patenaude and G.A. Bailey <br />Honeys Café – on and off – motion by Geo Cornelius and Wm Patenaude <br />Chas Jungenickel off sale only motion by Geo Cornelius and G.A. Bailey <br /> <br />These motions were all carried. Wm Greupner made a motion to allow Orville Christenson an on <br />and off sale license but the motion was not seconded. Loui Kish came before the council and state <br />that there had been rumors around that Orville had sold hard liquor but he had been to Orville’s <br />place any number of times and could testify that Orville had no sold any hard liquor. Mrs. Carr said <br />that she was interested in the children of Elk River and wished the beer would be sold in one place <br />in town instead of so many places. After some discussion by the council a motion was made by Wm <br />Patenaude seconded by Wm Greupner to lay over Orville Christenson license until April 17. Motion <br />carried. <br /> <br />Harold Keays presented his application as caretaker of the two village parks at the same wages as <br />other years, which is $10.00 a month for the village park and $5.00 a month for the memorial park. <br />A motion was made by Wm Greupner seconded by Geo Cornelius to hire Harold Keays as <br />caretaker of the parks. <br /> <br />Ralph Wige presented his application to direct the Elk River Band as he had in previous years. A <br />motion was made by Wm. Greupner seconded by G.A. Bailey to hire Ralph Wige. <br /> <br />The subject was brought up about the $50.00 appropriation that the Village had given annually for <br />the tourist park. It was decided that the $50.00 would be better spent at the swimming pool instead <br />of the tourist park. <br /> <br />A motion was made by Geo Cornelius seconded by G.A. Bailey to allow the following building <br />permits. Wm Petenaude Jr a home, Abner Lera to move a building and Carl Engstrom to remodel <br />his home. <br /> <br /> <br />
