Elk River <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Troy Adams, P.E.—General Manager <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> September 10, 2019 4.1 <br /> SUBJECT: <br /> Policy Manual Initiative <br /> ACTION REQUESTED: <br /> • Approve the removal of the Rates, Fees and Programs section from the ERMU Policy <br /> Manual. <br /> • Approve the removal of the Service Agreements & Requirements section from the <br /> ERMU Policy Manual. <br /> BACKGROUND: <br /> In 2017, the commission worked with staff and a consulting firm to develop governance polices <br /> based on the Carver Model governance style. The previous polices were left in place, redundant <br /> with the new policies. An initiative was created to develop a migration plan for relevant old <br /> policies to become part of the new policy manual, confirm delegation of authority to <br /> management for old policies that are not governance, and to eliminate or remove documents <br /> that are not policy. At the August commission meeting, staff presented an overview plan and a <br /> tentative deadline goal for the completion the initiative. <br /> DISCUSSION: <br /> In August, staff discussed the overview for the policy manual initiative. The plan is to move <br /> policies to where they need to be first.Then, come back and update commission policies that <br /> need immediate action. And then, internally, update management policies that need <br /> immediate action. Staff will also begin an evergreen review process for all commission policies, <br /> bringing them back on a scheduled rotation for board review and discussion. <br /> The first phase to move policies to where they need to be is achievable by early 2020. The <br /> tentative schedule is as follows: <br /> • September: Rates, Fees, and Programs Section <br /> Service Agreements & Requirements Section <br /> • October: Personnel Section <br /> • November: Administration Section (Except Policy A.1 Service Policies) <br /> • December: Electric Section (Except Policy E.1 Electric Department Rules) <br /> Water Section (Except Policy W.1 Water Department Rules) <br /> Page 1 of 3 <br /> 74 <br />
