<br />) <br /> <br />) <br /> <br />May 17, 1971 ' <br /> <br />The Regular Semi-monthly meeting of the Elk River Village Council was called to <br />order by Mayor Bartelt at rt :30 pm on May 17, 1971. All members were present. <br /> <br />The minutes of the May 5, 1971 regular meeting and the minutes of the speci8;l meeting <br />held on May 11 were read. No additions or correction were made and the minutes stood <br />approved as read. <br /> <br />John Hentges presented an application for a set up license for the Eaples Club. <br />The Council referred this to the ~ Police department for their reccommendations. <br /> <br />Marvin George and Jim Metcalf, Attorney, requested that the Council pass an <br />ordinance that School View, 1st Addition be annexed to the Village of Elk River. <br />All preliminary work for the annexation has, been completedw They were advised that <br />the Council is waiting for an engineering report from the Village Engineer on <br />whether our present sewer setup would handle the additional sewage from XXK <br />the School View addition.. Marvin George stated that the utility improvements are <br />not critical at this time and that being annexed is their main objective as there <br />are also many benefits from annexation. Discussion followed with John MacGibbon <br />who will submit a report and rec'01IUIlendations at our June 7, 1971 meeting. <br /> <br />Don Norris and Dr. G.W. Meyer requested that the Council amend the dog ordinance <br />to include cats. They reported that they are becoming a nuisance in the Village <br />and could be a health problem. <br /> <br />Neil Larson and Lee Henning, representing New Housing Concepts, Inc., requested <br />a conditional use permit to multiple dwelling for property located at the corner <br />.of Main Street and Nowthen Road. which is now zoned Highway Commercial. Application <br /> <br />had been made to the Planning Commission who asked for some changes in the plat plan <br />to conform with the Zoning Ordinance. They reported that these changes have been made <br />and that the Planning Commission were supposed to have considered this at a special <br />meeting and present their reco~endation at tonights Council meeting. Plans for <br />this property are an eighteen unit apartment building which would not be a low <br />income housing development. Held in obeyance until a recommendation is received <br />from the Planning Commission. <br /> <br />c <br /> <br />Al F~oehlich and Dan Greene, local insurance agents reported that the package bid for <br />all the Village insurance should be let in September. They have agreed to draw <br />up specification based on our present coverages and would welcome assistance from <br />other local agents who could also present bids. <br />Moved by Hudson, seconded by Syring authorizing the local insurance agencies to <br />prepare insurance specifications for the purpose of a combined package insurance <br />bid for the Village and utilities insurance. Motion unanimouSly carried. <br /> <br />The Clerk will write letters to the local agents advising them of a meeting of <br />insurance agents for theprrpose of drawing up specifications; the time and date of <br />the meeting to be scheduled by Froehlich and Greene. <br /> <br />Murray McNair, George Dietz, Jordan Odegard and Pat Donahue reported on the need <br />for black topping and landscaping of the Village parking area between the Railroad <br />tracks and Railroad Drive. A report is forthcoming from the Village Engineer on <br />grading and oil coating this area. Agreeable to obtain a cost figure from the <br />Village Engineer for blaCktopping the area. The Grover Malrupe property was also <br />brought up for discussion. It was suggested that the health officer investigate and <br />if necessary he should declare it a fire and health hazard. <br /> <br />}~s. Leo Granlund 'presented a petition by property owners on Meadowvale Road to <br />investigate the cost to construct sanitary sewer and watermain from the Vernon Ave. <br />project Northwest on Meadowvale Road to join existing service on Jork Ave. The <br />petition was sign~d by A+ Bawngartner, Martin Stevenson, Leo Granlund and Virginia <br />Tobiassen. <br />
