Elk River <br /> Municipal Utilities UTILITIES COMMISSION MEETING <br /> TO: FROM: <br /> ERMU Commission Tom Sagstetter—Conservation and Key Accounts Manager <br /> MEETING DATE: AGENDA ITEM NUMBER: <br /> May 14, 2019 2.8 <br /> SUBJECT: <br /> Distributed Energy Resources and Net Metering Policy, Rules, and Tariff <br /> ACTION REQUESTED: <br /> Resolution 19-4-Adopt by resolution the Distributed Energy Resources and Net Metering <br /> Policy; and the Rules Governing the Interconnection of Cogeneration and Small Power <br /> Production Facilities. <br /> Resolution 19-5—Adopt by resolution the Cogeneration and Small Power Production Tariff, <br /> which includes the Distributed Energy Resource Interconnection Process. <br /> BACKGROUND: <br /> Every municipal electric utility in Minnesota should have a policy reflecting the <br /> expectations and obligations of the municipal utility and of customers who seek to interconnect <br /> their own electric generation facilities with the municipal utility electric distribution system. <br /> To allow for consistency over all municipals in the state, ERMU staff used model documents <br /> that were established by the Minnesota Public Utilities Commission (MN PUC) and modified by <br /> the Minnesota Municipal Utilities Association (MMUA) and Minnesota Municipal Power Agency <br /> (MMPA)to develop a policy, rules, and annual tariff to fulfill this requirement. The policies were <br /> adopted by the Commission at the February 13, 2018 Commission meeting. <br /> DISCUSSION: <br /> Over the previous year there has been an extensive amount of work done by MMUA, <br /> Minnesota Rural Electric Association (MREA), and the Minnesota Department of Commerce <br /> (MN DOC)to develop a tariff that is easier for potential interconnection customers and utility <br /> staff members. Changes have also been made to provide greater clarity and remove duplicative <br /> language and typographical errors that were not caught in prior reviews. <br /> The newly revised and reorganized tariff consists of very detailed rules, requirements, <br /> applications, request forms, and processes that are not applicable to customers that are retail <br /> consumers of electricity.This process has taken years and will continue to evolve. In 2020 there <br /> will be revised technical requirements that ERMU will need to evaluate and include as part of <br /> the annual review of this Tariff. <br /> Page 1 of 2 <br /> 57 <br />
