. e e SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT ELK RIVER CITY HALL TUESDAY, OCTOBER 8, 2002 Members Present: Commissioners Anderson, Franz, Jenson and Ropp. Members Absent: Chair Pederson Staff Present: Michele McPherson, Director of Planning; Scott Harlicker, Senior Planner Also Present: J ohn Weicht, Weicht and Associates, Inc. Ted Saxon, Saxon Motors 1. Call Meeting to Order Vice Chair Ropp called the meeting to order at 6:40 p.m. 2. Consider Agenda MOTION BY COMMISSIONER JENSON, SECONDED BY COMMISSIONER ANDERSON TO APPROVE THE AGENDA AS PRESENTED. 3. Case No. CU 02-26 - Request by Saxon Motors. Inc. to Amend A Conditional Use Permit for an Automotive Use Director of Planning Michele McPherson reviewed the request to approve an expansion of 10,000 square feet by Saxon Motors. She reviewed layout, landscaping, parking, setbacks, and Wild & SceniclShoreland issues. Ms. McPherson stated that the applicant has revised the grading plan in the northwest corner of the site to avoid the Wild & Scenic District. There will still be some minor grading within the Wild & Scenic area; however, this will be allowed by the Department of Natural Resources. Staff recommends approval with five conditions in the staff report. Vice Chair Ropp opened the public hearing. There being no public comment, the public hearing was closed. Commissioner Franz asked how the City could ensure that there would be parking available for the public. He also asked where there would be handicap parking stalls. Ms. McPherson stated that the City does not enforce availability of public parking on specific sites. It would be poor business practice to fill all of the parking with cars for display and leave no customer parking. The Building Department will review the plan to ensure that there are adequate handicap parking stalls on site.
