<br />g <br /> <br />D <br /> <br />The regular semi-monthly meeting of the Village Council of the VJ.llage O'[U.cl.I.A 0 <br />River, Minnesota, was called to order by]iT..ayor Bartelt on May 19, 1969 in the <br />Council Room of the Municipal Building at 7:30 pm, all members were present as <br />follows: Mayor Bartelt, Councilmen Hudson, Syring ani McRae and Clerk-Trease Konop. <br /> <br />. <br /> <br />'!he minutes of the May 5, 1969 meeting were read. No additions or corrections. <br /> <br />6ounc:il.rn&"'l Syring reported that the dog kennel will be placed at the Municipal <br />Power Plant. <br /> <br />Clara Knies and Lavonne Schneider, representating the 9th Grade Art Class, re- <br />quested use of the grass area at the downtown parking lot for an art exhibit on <br />May 23rd and 24th. Discussed by the council and. found tlgreeable. <br /> <br />Building permit applications presented by Robert Johnson (2) and Forrest Fountain <br />were approved 0 <br /> <br />A letter was read from Robins, Davis and Lyons, on behalf of the bartenders <br />union protesting the dismissal of Leo Wettstein from employment at the MUnicipal <br />Liquor Store. A meeting,with the union representative~, to resolve this grievance, <br />was scheduled.for 7:00 pm, June 2nd 1969. . <br /> <br />William Mills presented his preliminery engineering report dated May 19, 1969 for <br />street paving and concrete curb and gutter construction. The report was reviewed. <br />It was reported that the paving on Quinn Avenue is-to be done by Sherburne County 0 <br />Agreeable that there should be a 2" bit. mat on Railroad Drive as heavy trucks are <br />utilizing this street. v <br /> <br />Moved by Councilman Syring, seconded by Councilman Hudson, authorizing William <br />Mills to prepare a preliminery engineering report on surfacing Lowell Avenue and <br />King Avenue between Highway 10 and Railroad Drive. Motion unamiously carried. <br />,~ copy of the resolution is attached. <br /> <br />Moved by Councilman Hudson, seconded by Councilman McRae, to acceptthe pre1imenery <br />engineering report dated May 19, 1969 for street paving and curb and gutter <br />construction and authorizing "bhe Village Clerk to advertize in the official village <br />paper on June 5, 1969 ~~ June 12, 1969 of a Public Hearing on the proposed street <br />paving and curb and gutter construction, to be held on Monday, June 16, 1969 at <br />7:30 pm in the Council Room of the Municipal Building in the Villa.ge of Elk River <br />-and directing the Village Clerk to notify each benefitted property owner of this <br />hearing. Motion carried, unaminously. A copy of the resolution is attachedp <br />I <br /> <br /><- <br />At 8:00 pm, an open meeting with the downtown businessmen convenl!!d. Mr. Grosslien <br />reported that the Schumacher B1.li.lding is available for sale, price $20,000.00 and <br />that Johnsons Real Estate 'WOuld handle at no charge. The Parking problem was the <br />main topic for discussion. More pressure should be placed on cem.ployees that 'are <br />utilizing downto'Wl'l parking. After discussion it was agreeable th~t it is the <br />employers responsibility to tell his employees where to park. Discussion on <br />parking meters. Reported that they have been profitable at Anoka and that the <br />merchants are in favor. General opinion from those in attendance were that the <br />pollce are not doing &good job downtoltA'l.
