<br /> <br />The regular semi-monthly meeting of the Elk River Village Coun~ ~s called to <br />order by Mayor Bartelt on Feb. 3, 1969, all members present. <br /> <br />The minutes of the Ja.n. 20 and Jan. 29, 1969 meetings were read. No additions <br />or corrections. <br /> <br />A motion was ma.de by M::Rae and seconded bjr Konop, to hire Kirby Hanson &9 street <br />maintenance man, at a wage of $2.50 per hour, benefits to be the same as the <br />present. tmployees. Mction carried. <br /> <br />Discussion on our sick leave policy. It was suggested that emplones can accumulate <br />up tQ 24 days sick leave that can be used in any current year. The Utilities <br />Commission will te contacted to learn their policy an sick leave. <br /> <br />William Mills l6S present and discussion followed regarding the letter frOIl the <br />State Health Board on the implementation and enforcement plan of prevention at <br />raw sewage in to storm sewers. Mills suggested that W!) check with Les Derr to <br />learn if any sewage is fi0wing in to the river and reply to the state Health Board <br />by letter. A letter was also discussed from the State Board regarding chorinating <br />at the sewer disposal plant. <br /> <br />. <br />........- <br /> <br />A petition 'Was presented from the Builders Land Company, for watermain and sanitary <br />sewer extensions on School Street. <br /> <br />A motion was made by Syring and seconded by McRae, authorizing the Village Engineer <br />to prepare an preliminery report for sanitary sewer and watermain extensions on <br />School Street between Holt and Gates. Motion carried. <br /> <br />Discussion on conducting an assessment hearing on the 1968 sanitary sewer extension. <br />Mills will give an informal presentation on how to assess befo re scheduling a <br />formal hearing. <br /> <br />Discussion on 1969 street improvements. It was decided to hold off and decide <br />later what streets need resurfac~ng and to also set up a. b.1dget for seal coating. <br /> <br />Discussion on the erosion occuring on the north side of the Mississippi River on <br />both sides of the' bridge. Mills will call and write a letter to the US Corp of <br />Engineers to lea.rn what acti~n can be taken to correct this problem. <br /> <br />Discussion on whether their would be federal money available for sanitary sewer and <br />watermain extensions to the proposed industrial park. Hills will investigate further. <br /> <br />Mills will attend our Feb. 17, 1969 meeting to give his report. <br /> <br />A motion \tas made by Syring and seconded by Hudson, to purchase a Cincinnati Time <br />Clock, including rack and 1M Cards from Signal Systems for $18.3.75, for use at the <br />Municipal Liquor Store. lo(otion carried~ <br /> <br />Syring reported that the League has been unalbe to locate any ordinances pertaining <br />to "No Truck Parking" and "Unattended Autos". <br /> <br />A letter was read from Minneapolis Bartenders Local lio. 152 reporting that the Elk <br />River onsale liquor store employees have accepted the Councils oounter proposal for <br />wage increases and fringe benefits as outlined in the minutes of our Jan. 6 and <br />Jan. 20, 1969 meetings. <br /> <br />A motion was made by Hudson and seconde? by Syring, granting wage increases and <br />fringe benefits for the onsale employees of the Elk River Municipal Liquor store <br />as follows: <br />
