Horton, Inc. – 18970 Edison St. NW, Case <br />Chris Leeseberg, Senior Planner <br />No. IU 18-01 <br />Reviewed by <br /> Interim Use Permit to allow for a temporary 4- <br /> <br />space parking lot adjacent to a future model <br />home <br /> <br />Action Requested <br />Recommend, by motion, approval of the IUP to construct a temporary parking lot in support of the <br />adjacent model home with the following conditions: <br />1. The IUP will expire on December 17, 2021. <br />2. The parking area must be removed and vegetation re-established prior to expiration of the IUP. <br />3. Upon removal of the parking area the base materials must be removed and the soils must be de- <br />compacted in order to maintain compliance with approved stormwater plans. <br /> <br />Background/Discussion <br />The applicant is seeking to construct a parking lot and sidewalk <br />connection to an adjacent model home. The parking lot will provide <br />off-street customer parking for the model home and plans show 4 <br />parking spaces. The parking area will be paved and the rest of the <br />parcel will be maintained turf grass. The parking lot will be removed <br />upon completion of marketing activities within the subdivision; 2 to <br />3 years are expected. <br /> <br />The proposed parking area and model home are located in the Miske <br />Meadows Subdivision at the southwest corner of 190th Avenue NW <br />and Edison Street NW. (figure 1) <br /> <br />Comprehensive Plan <br />The Comprehensive Plan guides the property for urban residential <br />uses. The proposed use as a temporary parking lot supports the <br />development of single-family residential uses and will be replaced <br />with a single-family home when the parking lot is removed. <br /> <br />Applicable Regulation <br />Before the city council may authorize an interim use, it must make <br />the following findings: <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br />service, and community engagement that encourages and inspires prosperity <br /> <br />
