(/ ELK RIVER MUNICIPAL UTILITIES <br /> 322 King Avenue <br /> Elk River, Minnesota 55330 <br /> Phone (612) 441-2020 <br /> UTILITIES COMMISSION MINUTES <br /> March 21, 1995 <br /> 4 :00 P.M. <br /> Present Were: George Zabee President <br /> James Tralle Vice Chairman <br /> John Dietz Trustee <br /> Others Present: Bill Birrenkott General Manager <br /> Bob McCartney Water Superintendent <br /> Glenn Sundeen Line Superintendent <br /> Mike Thiry Lead Lineman <br /> Wade Lovelette Lead Lineman <br /> 1) The meeting was called to order at 4 :00 P.M. by President <br /> Zabee. <br /> 2 ) Motion by Mr. Tralle, seconded by Mr. Zabee to approve the <br /> agenda as amended. The Motion carried. <br /> 3) Motion by Mr. Tralle, seconded by Mr. Dietz to approve the <br /> minutes of the previous meeting as distributed. The motion <br /> carried. <br /> 4 ) Wade Lovelette and Mike Thiry, representing the outside workers <br /> of the Utility, presented the Commissioners with a proposal to <br /> bring the Utilities in compliance with the new OSHA <br /> regulations. Motion by Mr. Tralle, seconded by Mr. Dietz to <br /> purchase for each employee, including the non-linemen, 5 4.5 <br /> oz Nomex shirts, 1 Parka/Hood, 1 Bib Overalls, and one three <br /> season jacket. All clothing will meet the requirements for <br /> compliance with the present OSHA regulations. One year after <br /> the delivery of the new clothing, the Utility will purchase for <br /> each employee 2 more Nomex 111A work shirts and will do so <br /> annually. The issue of pants and boots will be addressed at <br /> a future meeting. The motion carried. <br /> 5) The deposit for commercial and industrial customers was <br /> discussed with the policies of several other cities compared. <br /> Motion by Mr. Tralle seconded by Mr. Dietz to approve the <br /> following policies to be adopted by Elk River Municipal <br /> Utilities: <br /> 1. If the commercial or industrial customer owns the property <br /> (building) , we will require no deposit if the customer signs <br /> a document that allows the utility to assess against the taxes <br /> any unpaid electric, water, sewer or garbage bills in the event <br /> of an abandonment or bankruptcy. <br /> 2. We require two months of revenue from all other customers <br />
