ITEM # 5. 1 . <br /> • .. .ii./, <br /> Eikk <br /> -.....„ <br /> River <br /> MEMORANDUM <br /> TO: Planning Commission <br /> FROM: Steve Rohif, Building and Zoning Administrator <br /> SK <br /> DATE: October 23, 2001 <br /> SUBJECT: Modification to Elk River Landfill's Conditional Use Permit and <br /> Solid Waste License to Authorize a New Demolition Disposal <br /> Area and an Encroachment into an Existing Buffer Area/P.H. <br /> Case # CU 01-35 <br /> Request <br /> IIIThe Elk River Landfill is requesting a modification to their existing conditional use permit <br /> (CUP) and solid waste facility license(most recent renewal of both was May,2000)to allow <br /> them to dispose of demolition debris over the top of an existing mixed municipal solid waste <br /> (MSW) cell. This request necessitates a modification to their grading plan in the area of the <br /> proposed demolition debris cell. The modification includes changing the existing 5 to 1 <br /> slopes in this area to 3 to 1 slopes,which is consistent with the remainder of slopes on either <br /> side of the proposed demolition cell (to the north and west) and encroaching on the buffer <br /> area adjacent to the City's Railroad Hiking Trail. The additional encroachment is due to the <br /> slopes and berms associated with the proposed demolition cell. The actual demolition debris <br /> will not be deposited any further into the buffer area than where the MSW is currently <br /> located. <br /> The Planning Commission is only asked to formally act on the CUP. However,the CUP <br /> and license reflect each other,therefore the Planning Commission's recommendations will <br /> apply to both.
