<br />"~ <br /> <br /> <br />REGULAR SEtH-MONTHLY MEETING OF THE <br />r.1TY COUNCIL OF ELK RIVER <br /> <br />HEW IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />May 6, 1974 at 7:30 PM. <br /> <br />The Regular Semi-Monthly meeting of the Elk River City Council was called to order by Mayor <br />Lundberg on May 6, 1974 at 7:30 PM. in the Council Chambers of the City Office Bldg. <br />Members present were as follows: Mayor Lundberg, Councilmembers Cooper, Hudson and Syring. <br /> <br />The Regular minutes of the April 15, 1974 meeting were reviewed as there were no additions <br />or corrections the minutes were approved as printed. <br /> <br />Minutes of the April 1974 Special Meetings were reviewed as follows: <br /> <br />April 18, 1974 Library Const. bid opening approved as printed. <br />April 30, 1974 Public Hearing on Environmentalaspects of proposed sewage disposal <br />plant construction. <br />April 30, 1974 Awarding bid for Public Library. <br /> <br />The following changes were made 3rd par: Omit, without block, $231,700.00 with block. Change <br />motion to read 4 to 1 as Councilmember Hudson vote nay. Also include Rose Ann Burkes comment, <br />"that the Library Building project is not going to receive any more monies," in parenthsis. <br />Approved after the above corrections. <br /> <br />April 30, 1974 School View bid opening approved as printed. <br /> <br /> <br />Moved by Councilmember Cooper and seconded by Councilmember Lundberg to accept the proposed <br />City Estates Plat with a recommendation that the County modify their ordinance to include the <br />dedication of park land or equal monies to a park fund for future park land aquision. Motion <br />unanimously carried by a vote of 4-0. /' <br /> <br />Moved by Councilmember Hudson l:.nd seconded by Councilmember Cooper- <br />to accept & award the bid of the Cris Construction Co., Inc. of $92,450.80 for <br />the sanitary sewer and watermain extention for School View 1st Addition. Motion unanimously <br />carried by a vote of 4-0. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember Cooper to authorize the City <br />Engineer to prepare a preliminary -' engineering report on the <br />proposed 1974 Street Improvements as submitted by Councilmember Syring and the proposed curb <br />and sidewalk repairs submitted by Councilmember Hudson. Motion unanimously carried by a vote <br />of 4-0. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Cooper to grant the side lot <br />variances requested by Fullerton Lumber Co. as recommended by the Planning Commission. <br />Motion unanimously carried by a vote of ~. -0.. A copy of the commissions report is attached. <br /> <br />Moved by Councilmember Hudson and seconded by Councilmember Syring to accept the Planning Com- <br />missions recommendations not to vacate that small portion of 6th Street as requested by <br />Flora Martin. Motion unanimously carried by a vote of 4-0. A copy of the Planning Commissions <br />report is attached. <br /> <br /> <br />Don Strie member of the Joint Park and Recration Board submitted a request to purchase park <br />land under the "LACON" Land and Water Conservation Program where by State and Federal matching <br />funds are provided for the aquesition of Park land. <br /> <br />Moved by Councilmember Cooper and seconded by Councilmember Hudson to again submit this <br />proposal for funding of designated park and (see proposal) Motion unanimously carried by a <br />vote of 4-0. <br />
