<br /> <br />,., <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />June 6, 1977 at 7:30 PM. <br /> <br />Members present Mayor Lundberg, Councilmembers Konop and otto. <br /> <br />The minutes of the May 23. 1977 Board of Review meeting were reviewed <br />as there were no additions or corrections the minutes were approved as <br />printed. The minutes of the regular meeting May 16. 1977 were reviewed <br />as there were no additions or corrections the minutes were approved as <br />printed. <br /> <br />Bruce Rasmussen, City Consolidation attorney met with the council and <br />reviewed the compromise proposal he has prepared on behalf of the city. <br />As of this date he has not received a reply from the Township attorney <br />regarding this proposal. A detailed review will be done at the June 13. <br />1977 special meeting by both governing bodies. <br /> <br />Representatives of the Elk River Guardian Angels Foundation met with the <br />council requesting the City Councils support in their efforts to obtain <br />HUD funding for senior citizen housing. <br /> <br /> <br />Moved by Councilmember otto and seconded by Councilmember Konop approving <br />the resolution supporting the Guardian Angels Foundations efforts to obtain <br />additional senior citizen housing for the Elk River area. Motion unani- <br />mously carried by a vote of 3-0. A copy of the resolution is attached. <br /> <br />Mel Boyd met with the Council and presented the subdivision land plat <br />called Meadow Park in behalf of River Valley Associates for council <br />approval. <br /> <br />Moved by Councilmember Konop and seconded by Councilmember Otto approving <br />the subdivision land plat called Meadow Park and authorizing the Mayor <br />to execute the contract to make improvements in the new subdivision as <br />set forth in the attached contract. Motion unanimously carried by a vote <br />of 3-0. <br /> <br />8:12 pm., Mayor Lundberg declared the public hearing on the 1977 proposed <br />street improvement hearing opened. <br /> <br />Approximently 48 residents were in attendance for the hearing. <br /> <br />Mayor Lundberg reviewed the purpose of the hearing and then turned the <br />meeting over to the City Engineer Lyle Swanson. <br /> <br />School View 1st. Addition. Marvin George stated that if he was to be <br />assessed for the proposed paving he would take the matter to court. <br />a raise of hands for the proposed improvement was called for 20 for the <br />improvement 5 against. <br /> <br /> <br />Quinn from Hwy #10 to Main St., the engineer was instructed to check the <br />street out to see if additional drainage work maybe necessary. <br />
