<br /> <br /> <br /> <br />REGULAR SEtH-MONTHLY MEETING OF THE <br />CITY OOUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br /> <br />May 16, 1977 at 7:30 PM. <br /> <br />Members present Mayor Lundberg, Councilmembers Konop, Toth, Syring and otto. <br /> <br />The minutes of the Special Meeting held May 9, 1977 were reviewed the last paragraph <br />should read Sr. High School a~~rQokn~b~~g~~S~~~~te~S there were no other corrections <br />or additions noted the minutes-Me-.LSpecial I<1eet:~ng.held May 6, 1977 were reviewed <br />as there were no additions or corrections the minutes were approved as printed. The <br />regular minutes of the meeting held May 2, 1977 were reviewed as there were no additions <br />or corrections the minutes were approved as printed. <br /> <br />Lyle Swanson City Engineer presented the proposed preliminary engineering report for <br />the 1977 street improvements for Councils review. <br /> <br />Moved by Councilmember Toth and seconded by Councilmember Syring accepting the Preliminary <br />Engineering Report for the 1977 Street Improvements dated May 1977 and prepared by <br />McCombs-Knutson Associates, Inc. and calling for a public hearing on the proposed 1977 <br />Street Improvements for June 6, 1977 at 8:00 PM. and authorizing the City Clerk to <br />advertise in the Sherburne County Star News. Motion unanimously carried by a vote of <br />5-0. <br /> <br />Moved by Councilmember Otto and' seconded by Councilmember Konop adopting the resolution <br />"Offer and Acceptance of State of Minnesota Grant for Disposal Systems". Motion <br />unanimously carried by a vote of 5-0. A copy of the resolution is attached. <br /> <br />Eugene N. Kreuser and Warren S. Carlson met with the Council and presented a petition <br />for the services of water and sewer for the North side of Fifth Street East and that <br />part of the S~ t of the ME t of Section 34, Township 33, Range 26 fronting on Fifth Street <br />East, east of US Highway 169, Elk River, Minnesota. <br /> <br />Moved by Councilmember Syring and seconded by Councilmember otto authorizing City <br />Engineer Lyle Swanson to draft a letter to Cepco, Inc. Attn: Warren Carlson; President <br />stating that water and sewer are available for the above described property . Motion <br />unanimously carried by a vote of 5-0. <br /> <br />The Council also recommended that Mr. Kreuser submit an overall plot plan of all <br />properties to include Elk Hills Addition for the Elk River Planning Commission. <br /> <br />Mayor Lundberg declared the public hearing to consider adoption of shore land and scenic <br />rivers ordinance and re-defining the Cit~es present flood plain ordinance open at 8:20 PM. <br /> <br />Paul Swenson and Mike Robertson of the Dept. of Natural Resourse were in attendance no <br />local residents were in attendance. <br /> <br />Mr. Robertson reviewed the flood plain ordinance and Mr~ Swenson reviewed the shoreland <br />and scenic riyers ordinance for the Council. <br /> <br />Bec'ause of the time factors involved in meeting the June 1, 1977 deadline set forth <br />by the~ate and Federal legislative mandate requirements the City Council passed the <br />follow~ng motion. Moved by Councilmember Syring and seconded by Councilmember Toth <br />adopting the interim ordinances addendum I "Management of the Mississippi Wild, Scenic, <br />and Recreational Rivers System and the Shoreland Areas of the City of Elk River" and <br />addendum II "Flood Plain Management" to the City present Zoning and Building Code Ordinance <br />and authorize the City Clerk to publish the proper notice in the SherbUrne County Star <br />News. Motion unanimously carried by a vote of 5-0. <br /> <br />Neil Larson met with the CoUncil regarding his preliminary plot plan of Ridgewood East <br />2nd Addition. <br />
