Meeting called to order at 7:30 p.m. by Mayor Madsen. <br /> <br />2. Agenda <br /> <br />COUNCILMANTOTH MOVED APPROVAL OF THE AGENDA OF THE OCTOBER ~~ 1979, CITY COUNCIL <br />MEETING. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />COUNCILMAN OTTO MOVED APPROVAL OF THE MINUTES OF THE SEPTEMBER 17, 1979 , CITY <br />COUNCIL MEETING. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 4--0. <br /> <br />4. Qpen Mike <br /> <br />A. Open Mike Reports <br /> <br />York Street Boat Landing - The City Administrator indicated that he had re- <br />searched further the minutes of the past City Council meetings and that it <br />appeared that the boat landing had never been reopened by City Council action. <br />As such, the landing remained closed for boat launch. The Council determined <br />that no further action will 'be taken at this time on the york street boat <br />landing. <br /> <br />B. Open Mike. <br /> <br />Mr. Patrick Douglas, 18986 Lowell Street, Schoolview Addition, appeared before <br />the City Council and asked if the City would install caution signs in the vicinity <br />of his home to warn motorists of a deaf child in the neighborhood. COUNCILMAN <br />ENGSTROM MOVED TO AUTHORIZE THE INSTALLATION OF TWO WARNING SIGNS FOR A DEAF <br />CHILD IN THE VICINITY. COUNCILMAN OTTO SECONDEb THE MOTION. · MOTION PASSED tJfI$. <br /> <br />Mr. Dick Patenaude appeared before the City Council and requested that 193rd <br />Avenue between Elk Lake Road and County Road #1 be blacktopped. The Mayor <br />indicated that the cost of the project would have to be assessed and that indi- <br />viduals in the area had not requested that the road be improved. Council con- <br />census on this request was not to act until such time as the residents in the <br />area requested such an improvement. <br /> <br />5. Orono Dam <br /> <br />Mayor Madsen indicated that all the grant money sought by the City of Elk River to <br />finance the Orono Dam had been approved and was available for the City use on the <br />project. Mayor indicated that it was now appropriate to determine who would do <br />the final engineering on the project so that it could be bid and finally constructed. <br />The Mayor and other councilmembers expressed a concern over a time table to be included <br />in a contractual agreement with whichever engineer would be selected and it was the <br />Council concensus that a bid award be made approximately February 1, 1980.
