<br />".. <br /> <br />re~ponsib1e for the preliminary design,to obtain a contract for final design <br />including a time table so the Council may consider and act upon it if acceptable. <br /> <br />6. <br /> <br />Sanitary Sewer Study <br /> <br />Mayor Madsen indicated that he felt that a public hearing should be conducted <br />as the first step in the process for considering whether or not a sanitary <br />sewer interceptor should be built. The Mayor indicated that he wished to know <br />which areas of the City wished to have sanitary sewer extended to service them <br />and which areas did not wish to have sanitary sewer available. The City Council <br />concensus was to support the Mayor's idea of. conducttrlg a public hearing as the <br />first step and to have this public hearing on October 29, 1979, at:'1:30 p.m. at <br />the Elk River Senior High School. City Council indicated that the area to be <br />notified of the informational meeting should be as broad as possible so that <br />all individuals who could potentially be serviced by such a s~er would be able <br />to attend the meeting. <br /> <br />. <br /> <br />7. 1980 Budget <br /> <br />The City Council reviewed the 1980 budget request for the Municipal Library. <br />Jan Marsh, the head librarian, indicated that $300 in the professional and <br />consulting line item was for programming in the Library.Councilmembers indi- <br />cated that approximately $200 has been deleted the Recreation Board budget <br />that had been requested for the Library and, as such, Councilmembers suggested <br />adding $100 to line item 3000, professional and consulting services, to offset <br />the reduction in the Recreation Board budget. No further action in the 1980 <br />budget was tak~n by the City Council. <br /> <br />8. Peterson Addition Improvement <br /> <br />Mayor Madsen informed the City Council that in discussions with the Burlington e <br />Northern Railroad regarding the crossing to service the Peterson Addition the <br />railroad had indicated that their position of allowing only one crossing and <br />requiring the City to pay an annual maintenance charge for the crossing was <br />very firm. The City Administrator informed the Council that Mr. Wally Ohland <br />had indicated that he was going to attempt to keep the private crossing at <br />the Peterson Addition open for his individual use and, as such, he opposed <br />paying for blacktopped street or having the road extended out to service his <br />driveiay. The Administrator suggested to the Council that the project proceed <br />as ordered and that the approximately 600 feet of roadw$Y required to enable <br />Mr. Ohland to have access to the blacktopped portion of the Peterson Addition <br />not be improved at this point. The Administrator indicated that Mr. Ohland <br />would then not have to be assessed for the project and that if he Wished to <br />use the existing right-of-way or needed to use the existing right-of-way for <br />access he could do so with a minimal amount of improvements. The Council <br />concensus was to not install blacktop for the approximately 600 feet from Mr. <br />Ohland · s home to the proposed Ogden Street in the Peterson Addition and to <br />take necessary actions as required to service Mr. Ohland' s home with a public <br />roadway. It was also the Council concensus to approve of the terms and con- <br />ditions found within the rail crossing agreement with the Burlington Northern <br />Railroad and to allow the City Administrator to proceed with implementing that <br />agreement. <br /> <br />9. Be1gin Acres Preliminary Plat <br /> <br />Mr. Jim Klein was present representing the developer, Mr. Charles Christian, <br />and breifly reviewed the plat for the members of the City Council.
