<br />REGULAR SEMI-M01rrrHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />September 18, 1978 <br /> <br />Members Present: Councilmembers Otto, Toth, Duitsman and Engstrom. <br /> <br />Members Absent: Mayor Madsen. <br /> <br />1. Meeting called to order at 7:30 P.M. by Council President otto. <br /> <br />2. Agenda <br /> <br />Councilman Toth asked that three items be added to the September 18, 1978 <br />Agenda. Those being: <br /> <br />8. Discussion of the Liquor Store <br />9. Animals in Residential Areas <br />10. Building and Development in the City <br /> <br />COUNCILMAN TOTE MOVED APPROVAL OF THE AGENDA AS MODIFIED. SECONDED <br />BY COUNCILMAN ENGSTROM. MOTION PASSED 3-0. <br /> <br />3. Minutes <br /> <br />COUNCILMAN TOTE MOVED APPROVAL OF THE MINUTES OF SEPTEMBER 5 t 1978. <br />COUNCILMAN DUITSY.AIi SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />4. OpeD Mike <br /> <br />A. Opem. Mike <br /> <br />Mr. Jim Goehringer, of the Ridgewood East Subdivision, addressed the <br />Council on the flooded cul de sac problem of 194 Avenue. Mr. Goehringer <br />was concerned about the speed of the projects completion. and wanted <br />to know a specific date when construction would resume. The City <br />Administrator explained to Mr. Goehringer the problem the contractor <br />has had scheduling his e.quipment and indicated that the contractor <br />was planning on completing the project within the week. The City <br />Administrator indicated that he would follow up on the item and <br />obtain a firm construction date. <br /> <br />B. Opell Mike Reports <br /> <br />The City Council received and reviewed an opem mike report pertaining <br />to the request by Mr. Cliff Lundberg. Council consensus was to take <br />no further action at this time, but to consider Mr. Lundberg's request <br />for diseased tree branch pick up by the City during the 1979 Budget <br />Discussions. <br /> <br />5. 1979 Budget <br /> <br />Council considered the follOWing department budgets: <br /> <br />1 . Sewer Department <br /> <br />ikring the Sewer Department Budget discussion, the Council cons_dered <br />beth expenses and revenues to be generated by the- Sewer Department. <br />During the discussion, the question of a transfer, in lieu of taxes, <br />
