<br />o <br /> <br />o <br /> <br />o <br /> <br />REGULAR SEMI-MONTHLY MEETING OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLDG. <br />May 15, 1978 a.t 7:30 P.t.f. <br /> <br />Members present: Mayor Madsen, Councilmembers Toth, Duitsman, Otto and <br />Engstrom. <br /> <br />Moved by Councilmember Toth and seconded by Councilmember Engstrom to approve <br />the minutes of the May 1, 1978 regular Council meeting as printed as there <br />were no additions or corrections. Motion unanimously carried by a vote of <br />4-0. <br /> <br />Peter Jacobson met with the Council concerning Certificate of Deposit on <br />black topping in Mississippi Heights, City Engineer will be notified for his <br />approval before the deposit can be returned. <br /> <br />Ken Warneke and Carl Aubol of Big Lake Township met with the Council regarding <br />changes in fire contract. Councilmember Toth will check with Fire Chief, <br />Lloyd Barthel regarding change requests. To be brought up again at the June <br />5, 1978 Regular Council Meeting. <br /> <br />Ken Nelson, City Street Superintendent and Lawrence Kreger asked council for <br />approval in lowering a culvert at the Brisbon Farm west of 213th, because of <br />water problems. It would take 6-8 hours of construction work at a cost of <br />$35.00 per hr. for caterpillar and $25.00 per hour on Back Hoe. <br /> <br />Motion was made by Councilmember Engstrom and seconded by Councilmember <br />Duitsman to have Lawrence Kreger go ahead and lower culvert-at 213th and <br />221st. as soon as possible. Motion unanimously carried by a vote of 4-0. <br /> <br />Darrell Mack, City Waste Water Treatment Plant Operator met with the Council <br />concerning Labor problems on the week-ends, because of no over time. <br /> <br />Motion was made by Councilmember Duitsman and seconded by Councilmember <br />Engstrom to pay time an~a half for over time for 2 hours a-day on Saturday <br />and Sundays and all emergency work beyond normal working hours. Motion <br />unanimously carried by a vote of 4-0. <br /> <br />Moved by Councilmember Duitsman and seconded by Councilmember Otto to have <br />Blain Midway All Pets for City dog catching, 2 hours a day, 2 days per week. <br />Motion unaminously carried by a vote of 4-0. <br /> <br />Ken Nelson, also discussed the possibilities of obtaining a new truck for the <br />City Street Dept. It was suggested he check prices of a Diesel truck and also <br />fuel costs. <br /> <br />Moved by Councilmember --Otto and seconded by Councilmember Engstrom <br />to postpone seal coating and overlay on streets until- next year. Motion un- <br />animously carried by a vote of 4-0. <br />
