<br />o <br /> <br />o <br /> <br />o <br /> <br />RmULAR SEMI-M:>N'IHLY MEEI'IID OF THE <br />CITY COUNCIL OF ELK RIVER <br />HELD IN THE COUNCIL CHAMBERS OF THE CITY OFFICE BLI:X3. <br />April 17, 1978 at 7:30 P.M. <br /> <br />Members present: Mayor Madsen, CounciJ.mernbers Duitsman, Toth, Engstrom and otto. <br /> <br />The minutes of. the April 3, 1978 meeting were reviewed, as there were no additions <br />or corrections the following rrotion was made: Moved by CounciJ.mernber Duitsman <br />and seconded by CounciJ.mernber Engstrom to approve the minutes of the April 3, 1978 <br />regular Council meeting as printed as there were no additions or corrections. <br />Motion unanirrously carried by a vote of 4-0. <br /> <br />Moved by CounciJ.mernber Toth and seconded by CounciJ.mernber otto approving the <br />renewal application request for a on-sale non-intoxication liquor license to <br />be issued to the Elk River Softba.ll Association subject to the Chief of Police <br />approval. Motion unanirrously carried by a vote of 4-0. <br /> <br />Moved by CounciJ.mernber otto and seconded by CounciJ.mernber Duitsman approving <br />the renewal application request for an on and off sale non-intoxication liquor <br />license to be issued to Leonard Habennan for Crossroads Cafe subject to the <br />Chief of Police approval. Motion unanirrously carried by a vote of 4-0. <br /> <br />Moved by CounciJ.mernber Toth and seconded by. CounciJ.mernber Engstrom accepting <br />and approving the.recarmendation of the Elk River Planning Commission granting <br />the following varances to GAR-SAN Enterprises; Inc. (Gary Santwire) on Lot 6, <br />Block 19, Village of Elk River, minimum base area requirement, set backs, front <br />30 I back as required in a C-l zoning, side yards allow 13 I, varances 5 I minimum, <br />East, West and South sides to have green areas and a revised site plan to be <br />sul:mitted to the Building Inspector before building pennit can be issued. <br />Motion unanirrously carried by a vote of 4-0., <br /> <br />Nancy Dressler and Debbie Olson representing Blaine Midway All Pets met with <br />the Council and reviewed their proposed poundmaster Contract between their finn <br />and the City of Elk River. Irrp::>unding fees are set by the City and retained <br />by the City, l::oarding fees go to Blaine Midway All Pets, if impounded animal <br />is not picked up then the l::oarding fees are paid by the city, dispatching is <br />handled thru the Police Department or City Hall, Office hours 8: 00 A.M. to <br />6: 00 P.M. 7days a week, and base patrolling fee is $10.00 per hour. After <br />reviewing the above facts the Council tabled any final decision until the next <br />regular scheduled Council Meeting on May 1, 1978. <br /> <br />8: 00 P .M, Mayor Madsen declared the Public Hearing on the Corrmuni ty Develop- <br />ment Block Grant open. <br /> <br />Mr. Clifford Lundberg suggested that we try to include a watennain along with <br />the &un and bridge repair in the BUD grant application. Mr. Dick Gongoll <br />asked the question, " Does a stonn sewer system qualify under these grant <br />funds?" answer, "No it does not according to the guide lines set forth in the <br />requirements. II <br /> <br />No other corrments were made therefore~ Mayor Madsen declared the Public Hearing <br />on the Corrmunity Block Grants closed at 8:11 P.M. <br />
