The meeting was called to order at 7:30 p.m. by Mayor Madsen <br /> <br />2. Agenda <br /> <br />COUNCILMAN ENGSTROM MOVED APPROVAL OF THE OCTOBER 14, 1980 SPECIAL CITY <br />COUNCIL MEETING,AGENDA.COUNCILMANTOTH SECONDED 'J:I1E lflOTION. THE MOTION PA3S~:p 2-0. <br /> <br />3. Proposed Use Hearing for Revenue Sharing Funds <br /> <br />The City Administrator indicated it was the re~uirement of the Federal Revenue <br />Sharing Department to hold a public hearing, regarding the use of the funds re- <br />ceived from Revenue Sharing. The City Administrator indicated that the City of <br />Elk River is expected to receive approximately $27,000 in Revenue Sharing, which <br />is a decrease of approximately 20%, due to changes in allocations proposed by <br />Congress, and further indicated that it was the City Staff's recommendation to <br />use the funds in either the Police Department or Street Department. <br /> <br />Mr. George DeChene ~uestioned the control of the federal government by providing <br />funds to the City. Mayor Madsen explained that the Revenue Sharing Program was <br />a method to provide funds to local government for their use without strings <br />attached. COUNCILMAN TOTH MOVED TO AUTHORIZE THE USE OF THE FEDERAL REVENUE <br />SHARING FUNDS FOR THE POLICE DEPARTMENT BUDGET. COUNCILMAN ENGSTROM SECONDED <br />THE MOTION. THE MOTION PASSED 2-0. <br /> <br />4. 1981 Budget Hearing <br /> <br />The City Administrator indicated that the Budget hearing was in conjunction <br />with the Revenue Sharing public hearing, to provide the opportunity for the <br />public input and to answer ~uestions. Mr. George DeChene ~uestioned the total <br />budget figure for each department and how it compared to the 1980 Budget. <br /> <br />The City Administrator indicated that the total 1981 Budget was approximately <br />$698,000.00, divided between 10 departments as follows: <br /> <br />The City Council, $46,200.00, of which $30,000.00 is for contingency; the <br />Audit, $3,650.00, which is the auditor's fee for the annual audit; Admin- <br />istration, $109,800.00, which consists of finance, licensing and administra- <br />tion; Community Development, $41,000.00, which includes planning, zoning, <br />and building inspection; Police Department, $218,300.00; the Fire Depart- <br />ment, $47,000.00; the Rec Board, $12,000.00; and the Housing and Redevelop- <br />ment Authority, $5,000.00. <br />
