<br /> <br /> <br /> <br />Special Meeting <br />October 14, 1980 <br />Page Two <br /> <br />The City Administrator indicated that the 1981 Budget of $698,000.00 was <br />less than a 10% increase over the 1980 Budget of $644,000.00. Mayor Madsen <br />indicated that the final budget figure would be adopted at the next City <br />Council meeting. <br /> <br />5. Barrington Place Planned Unit Development - Public Hearing <br /> <br />Mr. Zack Johnson, of Zack Johnson & Associates, the planning consultant for <br />the City of Elk River, was present to present the Preliminary Plat for the <br />Planned Unit Development, Barrington Place, to the City Council. Mr. Zack <br />Johnson indicated that the Planned Unit Development consisted of approximately <br />34 acres, of which 10 acres along Highway 169 is proposed for Commercial Use, <br />and the balance is proposed to contain single family units, townhouse units <br />and apartment units. <br /> <br />Mr. Zack Johnson indicated that the proposed plan is in conjunction with the <br />Land Use Plan adopted by the City. Mr. Johnson explained that the public <br />improvements would consist of a street into the development, a service road <br />along Highway 169, storm water drainage and holding areas, and water and <br />sanitary sewer for the entire area. <br /> <br />Mr. George DeChene, Mr. Vance Zehringer, Mr. Larry Morrell, Mrs. Toth, Julie <br />and Norm Kastendick and other citizens were present to ~uestion how the im- <br />provements were to be paid, the sizes of the lots, how the area was to be <br />serviced by sewer and water, the types of commercial businesses planned, the <br />types of housing proposed, and to express their concern over the density planned <br />for the area, the traffic congestion at Elk Hills Drive and Highway 169, and <br />at Highway 169 and Main Street, and the possibility of truck traffic in the <br />residential areas of the Planned Unit Development and Elk Hills. <br /> <br />Mr. Johnson explained that the improvements would be assessed to the benefit- <br />ting property owners in the development, and also explained that, according to <br />the city engineers, the south half of the area could be serviced by gravity flow <br />to the sewer line on 5th Street, and the north half of the area could be ser- <br />viced by the new proposed sewer interceptor. Mr. Johnson explained that the ap- <br />proximate size of the townhouses was 30' x 80', with all units having garages, <br />and also indicated that all owners of the townhouses would participate in an <br />association for lawn care, maintenance, and snow removal. Mr. Johnson indica- <br />ted that tennants for the commercial areas would be restricted by the Zoning <br />Ordinances for Highway Commercial, and also indicated that the City could pro- <br />vide restrictions through the conditional use permits and the developer's agree- <br />ment with the developer. <br /> <br />Mr. Johnson indicated that Highway 169 was a controlled access highway, 'and it <br />was apparent that the State did not want another access onto Highway 169 at 5th <br />Street. Mayor Madsen indicated that signal lights at Highway 169 and Main Street <br />were on the high priority list with the Minnesota Department of Transportation. <br /> <br />Mr. Gary Santwire indicated that the townhouses would be individually owned, <br />and it was planned that the apartment buildings would be the individually~owned <br />
