The meeting was called to order at 7:30 p.m. by Mayor Madsen. <br /> <br />2. Agenda <br /> <br />Consideration of a li~uor and Sunday li~uor license for Will's Place, a club <br />license and a Sunday li~uor license for the American Legion Club, a club <br />li~uor license and Sunday li~uor license for the Eagles Club, a li~uor li- <br />cense and a Sunday li~uor license for Campbell's Elk Bowl, a non-intoxicating <br />malt li~uor on and off sale license for the Crossroads Cafe, and a non-intoxi- <br />cating malt li~uor off sale license for Ebner's Bait were added to the <br />Agenda as item numbers 7H, I, J, K, Land M, respectively. Consideration of <br />the Resolution 80-10 regarding Ron's Star Market industrial revenue bond was <br />added as item 7~. COUNCILMAN TOTH MOVED APPROVAL OF ,THE AGENDA AS CORRECTED. <br />COUNCILMAN OTTO SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />3. Minutes <br /> <br />ITEM NUMBER 7 OF THE JUNE 3, 1980 CITY COUNCIL MINUTES WAS CORRECTED TO SHOW <br />THAT COUNCILMAN OTTO SECONDED THE MOTION AND THAT THE VOTE ON THE MOTION WAS <br />4~OINSUPPORTOFTHE MOTION. COUNCILMAN TOTH MOVED APPROVAL OF THE JUNE 3, <br />1980 CITY COUNCIL MEETING MINUTES AS CORRECTED. COUNCILMAN ENGSTROM SECONDED <br />THE MOTION. MOTION PASSED 4-0. <br /> <br />A. Minutes of 1980 Board of Review of May 13, 1980 <br /> <br />COUNCILMAN TOTHMOVED APPROVAL OF THE 1980 BOARD OF REVIEW MAY 13, MINUTES. <br />MAYOR MADSEN SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />4. Open Mike <br /> <br />Mr. Antone Hipp presented a letter to the members of the City Council regarding <br />the formation of a neighborhood association designated the "Eastside Citizens <br />Action Group". Mr. Hipp read the letter to the members of the City Council which <br />indicated that the neighborhood association was being formed to provide a formal <br />mechanism for residents in the area bounded by Highway 169, School Street, Jack- <br />son Street and Main Street to have input into any projects proposed for an un- <br />developed 41 acre site immediately south of School Street and east of Highway <br />#169. Mr. Hipp indicated that the founders of the neighborhood association were <br />concerned about the zoning of the particular parcel and changes proposed to be <br />made in the zoning for the parcel with the adoption of a new zoning ordinance in <br />the City of Elk River. Mr. Hipp indicated that he felt the new zoning ordinance <br />did not allow ade~uate citizen participation or input on PUD zoned developments. <br />Mayor Madsen responded to Mr. Hipp's concerns and indicated that the new zoning <br />ordinance anticipated greater citizen participation and input than currently was <br />possibl~through the PUD zoning district. The Mayor indicated that at least one <br />public hearing was re~uired and that the very nature of the zone allowed the City <br />Council and Planning Commission a much freer hand in designing and controlling <br />development in a PUD zone in the City of Elk River. Ms. Estelle Gunkel asked <br />City Council Members about timing for various phases of a proposed project in the <br />area in ~uestion and when and if residents would be notified of such projects.
