<br /> <br /> <br /> <br /> <br />June 16, 1980 <br />Page 2 <br /> <br />Mayor informed Ms. Gunkel that prior to the finalization of any plans or <br />project design that citizens in the area would be notified and input gathered. <br />Mayor Madsen also indicated that the City would notify the Eastside Citizens <br />Action Group prior to any public hearings on any proposed projects in the area <br />in question. <br /> <br />'5. ZbningandSubdivision Ordinances <br /> <br />The City Administrator pointed out a possible discrepancy in the Subdivision <br />Ordinance concerning street widths to the Members of the City Council. The <br />Subdivision Ordinance as drafted showed a street width for residential streets <br />of 60 feet while a figure of 66 feet had been discussed at one time by the City <br />Council. It was the concensus of the Councilmembers to correct the Subdivision <br />Ordinance as presented to reflect a 66 foot street width for minor or residential <br />streets. The City Administrator also pointed out a change necessary in that <br />portion of the Subdivision Ordinance dealing with onsite sewage disposal systems. <br />The City Administrator asked that the minimum square feet of drain field be in- <br />creased from 400 feet to 600 square feet both for drain field types of installa- <br />tion and for installation involving drainage trenches. COUNCILMAN OTTO MOVED <br />TO ADOPT ORDINANCE 80-3, AN ORDINANCE REGULATING SUBDIVISION IN THE CITY OF ELK <br />RIVER AS AMMENDEDAT THE JUNE 16, 1980 CITY COUNCIL MEETING. COUNCILMAN ENGSTROM <br />SECONDED THE MOTION. MOTION PASSED 4-0. <br /> <br />6. Administrator's Update <br /> <br />A. Orono Dam <br /> <br />The City Administrator reviewed for the Councilmembers and citizens present, <br />progress to date on the dam rehabilitation project and answered any questions <br />regarding said construction. The City Administrator also reviewed a memorandum <br />to the Mayor and City Council regarding the sale of the hydroelectric genera- <br />tion equipment at the Orono Dam site and Resolution 80-11 regarding the sale <br />of hydroelectric equipment. The City Administrator briefly indicated that <br />Mr. David Mercer had revoked his offer to purchase the hydro electric units <br />and that a bona fide offer from Mr. Richard Kaster had been received by the <br />City. The City Administrator indicated that it would be in the City's best <br />interest to approve the sale of the units to Mr. Richard Kaster and that this <br />could be accomplished by adopting Resolution 80-11. COUNCILMAN ENGSTROM MOVED <br />APPROVAL OF RESOLUTION 80-11, A RESOLUTION AUTHORIZING THE SALE OF TURBINES <br />AND OTHER RELATED HYDRO ELECTRIC GENERATION EQUIPMENT FROM THE ORONO DAM TO <br />MR. RICHARD KASTER IN THE AMOUNT OF $20,000. COUNCILMAN TOTH SECONDED THE <br />MOTION. MOTION PASSED 3-0. <br /> <br />B. Old Highway 101 Bridge Replacement <br /> <br />The City Administrator indicated that the City's attorney will be drafting <br />contract language necessary in an agreement between the proposed engineering <br />firm and Wright County and the City of Elk River in order to expedite the <br />engineer selection and the project itself. <br /> <br />C. Sale of Property on Highway #169 <br /> <br />The City Administrator indicated that an offer to purchase the 5 acres of <br />property owned by the City on Highway #169 had been received prior to the <br />Council Meeting. The Administrator indicated that the offer was not specific <br />in terms of dollar amount. After a discussion by the Counci1members it was <br />the concensus of the City Council that the real estate agency in question be <br />
