~ REGULAR SEMI-MONTHLY MEETING OF THE CITY COUNCIL OF ELK RIVER HELD IN THE ELK RIVER PUBLIC LIBRARY January 21, 1980 Members Present: Mayor Madsen, Counci1members Otto, Engstrom and Duitsman Members Absent: Councilman Toth 1. The meeting was called to order at 7:35 p.m. by Mayor Madsen. 2. Agenda Item 8~, park dedication fee policy, was added to the agenda. MOVED APPROVAL OF THE JANUARY 21. 1980, CITY COUNCIL AGENDA. SECONDED THE MOTION. MOTION PASSED 3-0. COUNCILMAN OTTO COUNCILMAN DUITSMAN 3, Minutes COUNCILMAN DUITSMAN MOVED APPROVAL OF THE MINUTES OF THE JANUARY 7, 1980, CITY COUNCIL MEETING. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. 4. Open Mike No one appeared for this item. 5. Library Board Appointments The City Administrator indicated Sue Ragen, a resident from Councilman Otto's ward, did not wish to be reappointed to the Library Board and further indicated that the City Council may wish to consider an appointment from that ward again. Councilman Otto indicated he did not have any suggestions for the appointment from his ward and asked for suggestions from someone else. Mayor Madsen suggested a request for Library Board appointments from the 3rd and 4th ward be published in the paper and perhaps people interested in serving on the board fora 3 year term would volunteer for the appointment. Mayor Madsen suggested the Library Board appointments be taken up at the February 4th City Council meeting. 6. 1980 Salary Request MAYOR MADSEN MOVED TABLING THE 1980 SALARY REQUEST UNTIL THE FEBRUARY 4TH CITY COUNCIL MEETING. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. 7. Elected Officials Handbooks The City Administrator submitted elected officials handbooks to the City Council for review and suggested possible informal work sessions on particular topics of interest. The City Administrator indicated they were prepared by the International City Management Association and the National League of Cities.and further stressed the importance of the handbooks and their usefulness to City Council. Mayor Madsen suggested having the handbooks bound and made available to whoever was interested. Councilman Otto suggested using them as a reference. The City Administrator asked the City Council to look through the list and suggest topics that were of interest. Councilman Duitsman indicated he preferred to read the handbooks on his own. Councilman Otto suggested the City Administrator select topics of interest and make a recommendation to the City Council for review.
