The meeting was called to order at 7:35 p.m. by Mayor Madsen. <br /> <br />2. Agenda <br /> <br />Item 8~, park dedication fee policy, was added to the agenda. <br />MOVED APPROVAL OF THE JANUARY 21. 1980, CITY COUNCIL AGENDA. <br />SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />COUNCILMAN OTTO <br />COUNCILMAN DUITSMAN <br /> <br />3, Minutes <br /> <br />COUNCILMAN DUITSMAN MOVED APPROVAL OF THE MINUTES OF THE JANUARY 7, 1980, CITY <br />COUNCIL MEETING. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />4. Open Mike <br /> <br />No one appeared for this item. <br /> <br />5. Library Board Appointments <br /> <br />The City Administrator indicated Sue Ragen, a resident from Councilman Otto's ward, <br />did not wish to be reappointed to the Library Board and further indicated that the <br />City Council may wish to consider an appointment from that ward again. Councilman <br />Otto indicated he did not have any suggestions for the appointment from his ward <br />and asked for suggestions from someone else. Mayor Madsen suggested a request for <br />Library Board appointments from the 3rd and 4th ward be published in the paper and <br />perhaps people interested in serving on the board fora 3 year term would volunteer <br />for the appointment. Mayor Madsen suggested the Library Board appointments be <br />taken up at the February 4th City Council meeting. <br /> <br />6. 1980 Salary Request <br /> <br />MAYOR MADSEN MOVED TABLING THE 1980 SALARY REQUEST UNTIL THE FEBRUARY 4TH CITY <br />COUNCIL MEETING. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />7. Elected Officials Handbooks <br /> <br />The City Administrator submitted elected officials handbooks to the City Council <br />for review and suggested possible informal work sessions on particular topics of <br />interest. The City Administrator indicated they were prepared by the International <br />City Management Association and the National League of Cities.and further stressed <br />the importance of the handbooks and their usefulness to City Council. Mayor Madsen <br />suggested having the handbooks bound and made available to whoever was interested. <br />Councilman Otto suggested using them as a reference. The City Administrator asked <br />the City Council to look through the list and suggest topics that were of interest. <br />Councilman Duitsman indicated he preferred to read the handbooks on his own. <br />Councilman Otto suggested the City Administrator select topics of interest and <br />make a recommendation to the City Council for review. <br />
