The meeting was called to order at 7:30 p.m. by Acting Mayor, Larry Toth. <br /> <br />2. Agenda <br /> <br />Item Number 11~, the shoulders on the streets in Peterson Addition and <br />Item Number 12d, use of the park shelter, were added to the August 3, 1981 <br />City Council Agenda.. COUNCILMAN DUITSMAN MOVED . APPROVAL OF THE AUGUST 3, 1981 <br />CITY COUNCIL AGENDA AS AMENDED. COUNCILMAN SCHULDT SECONDED THE MOTION. THE <br />MOTION PASSED 3-0. <br /> <br />3. Minutes <br /> <br />COUNCILMAN DUITSMAN MOVED TO APPROVE THE MINUTES OF THE JULY 20,1981, COUNCIL <br />MEETING. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 3~0. <br /> <br />4. Open Mike <br /> <br />The City Administrator indicated that Mayor Hinkle had discussed the Mediscreen <br />use of the property owned by the Masonic Lodge with lodge member Mr. Huntley and <br />also the requirement of black topping the parking lot. The City Administrator <br />indicated that the Masonic Lodge would black top the parking lot as finances be- <br />came available and that Mediscreen would arrange for places to store their vehicles. <br /> <br />Councilman Duitsman requested a time schedule from the Masonic Lodge regarding the <br />completion of the blacktopping of the parking lot. <br /> <br />5. Morrell Conditional Use Permit <br /> <br />The City Admininstrator indicated that Mr. Larry Morrell has requested a condi- <br />tional use permit to construct a personal mini-storage building in an R-4 zone in <br />the southwest corner of the intersection of School Street and Jackson Avenue. A <br />drawing of the bui1idng was presented to the City Council for their review and <br />questions. The City Administrator indicated that Mr. Morrell proposes a Morton <br />Steel building that will be tan in color with white doors, white roof, dark brown <br />trim and a brick facia 6 feet wide at each corner of the building. <br /> <br />General discussion was carried on regarding the concept of the proposed building <br />and additional mini-storage buildings for the property. COUNCILMAN DUITSMAN <br />MOVED TO APPROVE THE CONDITIONAL USE PERMIT REQUESTED BY MR. LARRY MORRELL TO <br />CONSTRUCT A PERSONAL MINI-STORAGE BUILDING IN AN R-4 ZONE, LOCATED IN THE SOUTH- <br />WEST CORNER OF THE INTERSECTION OF SCHOOL STREET AND JACKSON AVENUE. COUNCILMAN <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />6. Zoning Ordinance Amendment <br /> <br />The City Administrator indicated that the City Council had held a public hearing <br />at the last City Council meeting on the zoning ordinance amendments to Section <br />900.08, Trucks, Terminal Definitions; Section 900.12, Principle Uses; and Section <br />
