<br /> <br /> <br /> <br /> <br />REGULAR SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MONDAY, JUNE 25, 1984 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt, Engstrom, Duitsman and Gunkel <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2 . Agenda <br /> <br />Item 9~ - Discussion of Municipal Facilities, Capital Improvement Program Meeting, <br />Planning Commission Public Hearing Status, the Highway #169 Water Trunk Crossing <br />Project, Tot Park, and the County Fair to be handled as discussion. <br /> <br />COUNCILMEMBER GUNKEL. MOVED APPROVAL OF THE AGENDA AS AMENDED. COUNCILMEMBER <br />DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Bredeck Easement Vacation <br /> <br />The City Administrator explained the request for easement vacation and reviewed <br />the general area for the Council's benefit. The Administrator reviewed roads <br />previously vacated in the area, topography of the Bredeck site and potential <br />future access to areas affected by the easement in question. <br /> <br />Mayor Hinkle declared the public hearing open. <br /> <br />Bud Houlton was present to indicate his concern that plans to develop his farm- <br />land are unknown at this point and vacation of the easement may cause him problems <br />at some point in the future. Certain questions were raised regarding other street <br />vacations and whether or not 2nd Street had actually been vacated. <br /> <br />There being no further comment, the public hearing was closed. <br /> <br />The City Administrator suggested that rather than vacate the entire right-of-way <br />as requested by Mr. Bredeck, that the south half of the right-of-way be vacated <br />so that Mr. Bredeck's concern of a through road could be addressed and yet Mr. <br />Houlton would have access to his property off of the shortened right-of-way. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO VACATE THE SOUTH 165 FEET OF XENIA STREET EXTENDED. <br />COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />5. Kuhn Easement Vacation <br /> <br />The City Administrator reviewed the request for easement and Mayor Hinkle declared <br />the public hearing open. <br /> <br />Mr. Harry Kreuser was present and indicated that he developed the property in the <br />area and originally was told that he could not build on the lot in question. <br />Mr. Kreuser indicated that there was a problem with sewer in the area and also <br />a problem with storm water in the area. Mr. Jerry McChesney was also present and <br />indicated his concerns regarding sewer and water in the area affected by the <br />easement. <br />
