<br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />MAY 9, 1983 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Engstrom, Duitsman, Schuldt, and Gunkel. <br /> <br />Members Absent: None <br /> <br />The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />1. Agenda <br /> <br />Item 5~ Light Standards, #6 Elk River Utilities~ and #7 Reconsideration of <br />specific issues by the City Council were added to the May 9, 1983, City Council <br />Agenda. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE MAY 9, 1983, CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />2 . Minu tes <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE MINUTES OF THE APRIL 25, 1983 CITY <br />COUNCIL MEETING. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />3. Mn/DOT Highway 10 Improvements <br /> <br />Mr. Jim Weingartz of the Minnesota Department of Transportation was present to <br />review the Highway 10 Project. Mr. Weingartz reviewed the concerns which were <br />raised at a previous meeting regarding the raised medians in the downtown area, <br />the on-street parking in the vicinity of the Crossroads Cafe, the signalization <br />and the intersection of 4th Street, Morton and Highway 10. Mr. Weingartz indicated <br />that the Minnesota Department of Transportation feels very strongly that the raised <br />median must be a part of the project in order to make turn lanes and signals function <br />properly in the downtown area. Mr. Weingartz further indicated that there are <br />quite a number of spaces vacant in the parking lot between Kemper Drug and the <br />Standard Gas Station, and that to construct a parking lane to accommodate approx- <br />imately eight spaces would cost approximately $30,000 which would be impractical <br />and unfeasible. Mr. Weingartz reviewed the redesign of the intersection of 4th <br />Street, Morton and Highway 10. Mr. Weingartz indicated that the City's share of <br />the participation in the entire Highway 10 Project would be approximately $60,000. <br /> <br />General discussion was carried on regarding the revised plans, channelization of <br />traffic, and the total Improvement Project. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE RESOLUTION 83-$ A RESOLUTION APPROVING <br />THE LAYOUT OF THE HIGHWAY 10 IMPROVEMENT PROJECT. COUNCILMEMBER ENGSTROM SECONDED <br />THE MOTION. THE MOTION PASSED 4-0. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE RESOLUTION 83-9 A RESOLUTION AUTHORIZING <br />THE CITY TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE STATE OF MINNESOTA FOR <br />THE IMPROVEMENT OF THE TRUNK HIGHWAY 10. COUNCILMEMBER GUNKEL SECONDED THE MOTION. <br />THE MOTION PASSED 4-0. <br />
