Redevelopment Plan <br /> <br />The City Administrator ind.cated that representatives of the Downtown Development <br />Corporation and Kraus Ande son were present to review tentative plans for the <br />Downtown Redevelopment Pro.ect. <br /> <br />Mr. Rob Van Va1kenberg, Chairman of the Downtown Development Corporation, reviewed <br />the Downtown Development Corporation's progress in the Downtown Redevelopment <br />Project. Discussion was carried on regarding the plans, the method of financing, <br />traffic studies, and the HRA's involvement. The purpose of the presentation was <br />to keep the City Council informed of the progress on the Downtown Redevelopment <br />Project. <br /> <br />5. Joint Powers Agreement with School District for Recreation Program <br /> <br />The City Administrator indicated that the Joint Powers Agreement proposed between <br />the City and School District is designed to implement a recreation program for <br />the City of Elk River. The City Administrator indicated that he had met with Mr. <br />George Zabee of the School District, Mr. Dennis Carlson of the Community Ed Office, <br />and Mr. Mike O'Brien of the Recreation Board regarding the Recreation Program for <br />the City of Elk River. The City Administrator indicated that the Joint Powers <br />Agreement will be presented to the School Board for their review and approval <br />at their May 10th meeting. <br /> <br />Counci1member Duitsman indicated that he was in favor of a City Recreation Program <br />sponsored by the School District and the City of Elk River. Mayor Hinkle further <br />indicated that he was also in favor of a Recreation Program for the community. <br /> <br />General Discussion was carried on regarding the types of programs and budgeting <br />that would be provided for the Recreation Program for 1983. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE JOINT POWERS AGREEMENT BETWEEN THE <br />SCHOOL DISTRICT AND THE CITY OF ELK RIVER, SUBJECT TO THE SCHOOL BOARD'S AGREE- <br />MENT. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />5k <br />2. <br /> <br />Light Standards <br /> <br />The City Administrator indicated that Mr. Pat Donahue has requested that the over- <br />head lines in the area of the Post Office be replaced by ground lines, and that <br />the street lights be replaced. The City Administrator indicated that the City <br />Council should address the questions of a street lighting standard as the standard <br />could be brought into the downtown for the Downtown Redevelopment Project. The <br />City Administrator indicated that the lighting for the new proposed bridge has been <br />approved by the Elk River Utilities, and further indicated that he felt the lighting <br />standards should be developed and approved by the City Council. <br /> <br />Counci1member Duitsman indicated that he agreed that the City Council should look <br />at a lighting standard for the City. Counci1member Duitsman further indicated <br />that the Utilities could not donate street lights to the City any more, because <br />of the cost. <br /> <br />It was the consensus of the City Council to develop a design and light standard <br />to be uniform throughout the downtown area of the City. <br />
