'S 3.1.-3.3. <br /> ( <br /> •ty of � <br /> Elk MEMORANDUM <br /> • <br /> River <br /> TO: Planning Commission <br /> FROM: Pat Klaers, City.Ai1'n}} istrator <br /> � <br /> DATE: July 14, 1998 <br /> SUBJECT: Trott Brook Farms <br /> The Trott Brook Farms residential project has been discussed and reviewed <br /> at a number of Planning Commission meetings over the past year. The <br /> developers are hoping to move this project (rezoning, plat, and CUP) forward <br /> with a Planning Commission recommendation in the near future so that it <br /> can get to the City Council in early August, 1998. In spite of municipal <br /> utilities not being available until spring/summer 1999, the developers hope to <br /> have some models completed for the spring Parade of Homes event. The City <br /> Council cannot approve this project without making a commitment to having <br /> • municipal utilities available next year. <br /> Staff does not foresee any possible way which the Planning Commission can <br /> make a recommendation to the City Council on this proposal at the July 14, <br /> 1998, meeting. There are so many issues outstanding and conditions that <br /> would need to be attached to the proposal as it now stands that staff is not <br /> comfortable having any proposal move forward until some of the issues are <br /> cleared up and addressed. Staff is looking for Planning Commission <br /> recommendations and comments on a number of these issues so that <br /> developers can respond and present revisions at the July 28, 1998, <br /> Commission meeting. In this manner, staff believes that it is possible that <br /> the Trott Brook Farms proposal can move forward at that meeting with only <br /> a number of"typical" conditions attached to the recommendation. <br /> At the July 14, 1998, meeting it is appropriate for the developers to present <br /> the proposal and any revisions that are new since the May 26 presentation. <br /> It should be noted that Commissioners Cote and Kuester were not at the <br /> meeting on May 26 when this issue was reviewed, so those two members may <br /> have more questions or need more background information to get up to date <br /> on the project and accordingly, some of the presentation and discussion with <br /> the developers may be a repeat for the rest of the Commission. <br /> • <br /> 13065 Orono Parkway • P.O.
