<br />r <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, JANUARY 14, 1985 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Engstrom, Williams, Schuldt and Gunkel. <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2. Agenda <br /> <br />Item 5 ~ Executive Search, Item 6 - Home Occupation and Item 7 - Check Register <br />were added to the January 14, 1985 City Council Agenda. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE JANUARY 14, 1985 CITY COUNCIL AGENDA <br />AS AMENDED. COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. <br /> <br />Recreation Board Budget <br /> <br />Mr. Mike O'Brien and Mr. Darrell Mack, representatives of the Recreation Board <br />were present to discuss the 1985 Recreation Board requests. Mr. Mike O'Brien <br />suggested that the City Council consider the request in two sections: 1) the <br />Recreation Board budget of $19,000 for recreation programs, and 2) the senior <br />citizens' activities request for $5,000. <br /> <br />General discussion was carried on regarding the Recreation Board request for the <br />1985 budget. Discussion was carried on regarding the various programs, fees <br />charged for those various programs, and the request for the swimming pool. The <br />$4,000 budgeted for the maintenance of the swimming pool during the summer months <br />was discussed at length. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE $19,000 REQUEST FOR THE RECREATION BOARD <br />PROGRAMS FOR 1985. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THID MOTION PASSED <br />4-0. <br /> <br />Discussion was carried on regarding the proposed activities for the senior citizens <br />and the cost of a coordinator. Councilmember Williams indicated that he felt <br />there was a need for a Senior Citizen's coordinator. Councilmember Gunkel dis- <br />cussed the need of a coordinator and the participation by senior citizens in the <br />scheduled activities in 1984. Discussion was carried on regarding the senior <br />citizens' activities in comparison to the youths' activities. Councilmember <br />Gunkel indicated that the senior citizens' activities were programs to meet a <br />different age group as compared to the youth program. Further discussion was <br />carried on regarding the allocation of the $5,000 as requested. Discussion was <br />also carried on regarding supervision of a coordinator if tqe City was contributing <br />to the salary of that coordinator. Mr. Mike O'Brien indicated that Ms. Dee Kratzke <br />of the Guardian Angels Foundation, indicated that the Guardian Angels trustees <br />may also contribute to the funding of a coordinator if the City contributed to <br />that coordinator position. <br />
