Ach, City Planner.,40,— <br /> DATE: October 26, 1996 <br /> SUBJECT: Staff Recommendations for the <br /> Comprehensive Plan <br /> The draft of the Comprehensive Plan has been prepared in accordance with <br /> the recommendations from the Steering Committee. For the most part, staff <br /> is in concurrence with the Steering Committee's recommendations <br /> throughout the Comprehensive Plan. However, there are a few issues within <br /> the plan which staff would like to offer a recommendation contrary to the <br /> Steering Committee's. The following is a summary of staffs <br /> recommendations for the Comprehensive Plan: <br /> • Utilities Plan <br /> The Steering Committee discussed expanding the urban service boundary <br /> along the East Highway 10 corridor south to the Oliver Kelley Farm. Staff <br /> concurs with this recommendation, however, believes the ultimate service <br /> should be expanded to: <br /> • Balance the residential land use mix. <br /> • Provide an urban service area that allows residential development at <br /> an urban density to support the planned commercial and industrial <br /> opportunities. <br /> • Residential development with water and sewer is more likely to <br /> generate taxes to support the service demands. <br /> • If the wastewater treatment facility is expanded, the urban service <br /> boundary should be large enough to maximize use of the facility. <br /> • <br /> 13065 Orono Parkway • P.O.
