The <br /> proposed 16,000 square foot multi-tenant retail building was not included in the first <br /> phase of Elk Park Center development plans. Therefore, similar to the freestanding sites <br /> on the east side of Freeport Avenue, a conditional use permit is required prior to <br /> commencing construction. <br /> • The proposed building was approved as part of the overall master development plan for <br /> the entire Elk Park Center planned unit development.
