CU 94-02 <br /> ISSUE <br /> Consider a conditional use permit request by EOS Architecture to expand the <br /> existing library. <br /> ATTACHMENTS <br /> Location Map, Zoning Map, Site Plan <br /> • BACKGROUND <br /> EOS Architecture is requesting a conditional use permit for a 4,450 square <br /> foot addition to the existing library. The addition will consist of an expanded <br /> reading area, circulation desk, and staff work area. Governmental buildings <br /> are a conditional use in the R1C zoning district. The following list highlights <br /> the key issues involved in this request. <br /> LANDSCAPING <br /> Elk River City Code requires one tree to be planted for every 40 linear feet of <br /> the lot. Credit is also given for existing trees on the site. Existing trees <br /> greater than 8 inches in diameter receive credit for two trees. The library <br /> site requires 22 overstory trees. However, the site does receive credit for 14 <br /> existing trees. Therefore, the applicant will be required to add 8 additional <br /> overstory trees. With the construction of the addition, two trees (including <br /> one large elm) will need to be removed. A couple of other smaller trees <br /> located within the addition area will be re-located on the lot. <br /> • <br /> P.O.
