EOS Architecture,CUP Page 2 <br /> February 22, 1994 <br /> e PARKING <br /> Public libraries are required to have one parking space for each 500 square <br /> feet of floor area. The square footage of the library including the proposed <br /> addition would be 10,600 square feet. Therefore, 22 parking spaces will be <br /> required for a library of this size. The existing parking lot has 22 parking <br /> spaces therefore, no additional parking will be required. <br /> BUILDING <br /> The proposed library addition would consist of face brick which would match <br /> the existing library. <br /> DRAINAGE <br /> Terry Maurer, City Engineer has reviewed the drainage plan for the new <br /> library addition. The existing library has a flat roof which has drainage <br /> outlets on various corners of the roof. The water is piped from the roof to <br /> various "scuppers" which release water to the ground and eventually over <br /> land to the street. Rather than have the water drain over land, Terry Maurer <br /> has proposed that the scuppers release water from the roof area into an open <br /> • underground pipe which would take the water directly to the storm sewer <br /> which is located at the corner of Proctor and 4th Street. If the pipe were to <br /> freeze during the winter months, the water from the library would still have <br /> the ability to drain over land to the street, reducing the risk of water <br /> problems due to frozen pipes. If this request is approved, staff recommends <br /> the drainage plan be revised to meet the City Engineer's recommendation. <br /> RECOMMENDATION <br /> Staff recommends the Planning Commission approve the conditional use <br /> permit with the following conditions: <br /> 1. THAT THE APPLICANT ADD 8 ADDITIONAL 2 INCH CALIPER <br /> OVERSTORY TREES TO THE LANDSCAPE PLAN. <br /> 2. THE DRAINAGE PLAN BE REVISED TO MEET THE CITY <br /> ENGINEER'S RECOMMENDATION. <br /> 3. A LANDSCAPE BUFFER SHOULD BE PROVIDED ALONG THE <br /> WEST PROPERTY LINE TO SCREEN THE NEIGHBORING HOME. <br /> ID <br />
