<br />JOINT MEETING OF THE ELK RIVER CITY COUNCIL, PLANNING COMMISSION, HOUSING AND <br />REDEVELOPMENT AUTHORITY AND GROWTH MANAGEMENT PLAN TASK FORCE <br />HELD AT THE ELK RIVER CITY HALL <br />MONDAY, APRIL 11, 1988 <br /> <br />e <br /> <br />MEMBERS PRESENT: <br /> <br />CITY COUNCIL: Mayor Gunkel, Councilmember Schuldt, Holmgren, <br />and Tralle (8:20.p.m.) <br /> <br />GMPTF: Dick Hinkle (Chairman), Cliff Lundberg, Ron Black, <br />Marilyn VanPatten, Ted Cornelius, Bill Birrenkott <br /> <br />PLANNING COMMISSION: Chairman Kropuenske, Arlon Fuchs, Bob Morton, <br />Peter Kimball, Rita Johnson and Nick Olsen <br /> <br />ALSO PRESENT: Patrick Klaers, City Administrator; Richard <br />Fursman, Economic Development Coordinator; David <br />Sellegren, City Attorney; Bob Wuornos, Consulting <br />City Planner; and Stephen Rohlf, Building and <br />Zoning Administrator <br /> <br />MEMBERS ABSENT: <br /> <br />City Councilmember Harold Dobel; Hank Duitsman and <br />Larry Toth, HRA Members; and Planning Commission <br />Member Dirk Barrett <br /> <br />~ Pursuant to due call and notice thereof, the joint meeting of the Elk River <br />City Council, Planning Commission, Housing and Redevelopment Authority, and <br />Growth Management Plan Task Force was called to order by Mayor Gunkel at 7:00 <br />p.m. <br /> <br />Mayor Gunkel indicated that this joint meeting was a follow-up to the previous <br />joint meeting held on March 28, 1988, where the first part of the proposed <br />Growth Management Plan was discussed and reviewed. At this time, the group <br />briefly reviewed the March 28, 1988, minutes and indicated that the minutes <br />accurately reflect the discussion that took place. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE MARCH 28, 1988, JOINT MEETING or <br />THE ELK RIVER CITY COUNCIL, GROWTH MANAGEMENT PLAN TASK FORCE, HOUSING AND <br />REDEVELOPMENT AUTHORITY, AND ELK RIVER PLANNING COMMISSING MINUTES AS <br />SUBMITTED. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION WAS <br />APPROVED 4-0. <br /> <br />The City Administrator reviewed a number of issues that were brought up during <br />the March 28. 1988. joint meeting. The Administrator indicated that the <br />proposed Land Use Map calls for a mix of low density residential. high density <br />residential and highway business land use activities around the intersection <br />of 192nd Avenue and Highway 169. The plan in the draft Growth Management Plan <br />(GMP) calls for this area to be placed into a Planned Unit Development (PUD) <br />and that a more detailed study be conducted following the adoption of the <br />Growth Management Plan. This more detailed study would layout the <br />~ transportation patterns and the specific type of land uses allowed. <br />
