<br />MEETING OF THE ELK RIVER CITY COUNCIL <br />HELD AT THE COMMUNITY ROOM <br />MONDAY, MARCH 13, 1989 <br /> <br />e <br /> <br />Members Present: Vice Mayor, Gene Schuldt; Councilmembers, Kropuenske <br />and Holmgren <br /> <br />Members Absent: <br /> <br />Mayor, Jim Tralle; Councilmember, Dobel <br /> <br />Staff Present: <br /> <br />City Administrator, Pat Klaers; City Engineer, <br />Terry Maurer; Street Superintendent, Phil Hals; <br />Building Zoning Administrator, Steve Rohlf and <br />City Attorney, Tim Keane <br /> <br />1. Pursuant to due call and notice therof, the meeting of the Elk River City <br />Council was called to order at 7:00 p.m. by Vice Mayor Schuldt. <br /> <br />2. Consider 3/13/89 City Council Agenda <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 3/13/89 CITY COUNCIL AGENDA. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />3. Consider 3/6/89 City Council Minutes <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE 3/6/89 CITY COUNCIL <br />MINUTES. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED <br />3-0. <br /> <br />e <br /> <br />4. Public Mike <br />Robert Bischoff presented the Council with a letter regarding the Elk <br />River Community Theater. He explained that the Elk River Community <br />Theater has been honored to host the Minnesota Association of Community <br />Theaters Festival '89. one act play competition on April 7. 8. & 9. He <br />stated he is looking for representatives of the City to help usher and <br />assist the audience during this event and requested the Council to <br />assist. The Council indicated they would get back to Mr. Bischoff within <br />a week with their answer. <br /> <br />e <br /> <br />5.1 Knollwood Improvements/P.H. <br />5.2 Tyler Street Improvements/P.H. <br />Terry Maurer. City Engineer. indicated that a feasibility study for Tyler <br />Street was presented to the City Council in April. 1985. He indicated <br />that the project did not proceed because of the extensive right-of-way <br />acquisition needed to construct the project. Mr. Maurer explained that <br />the public hearing tonight was to receive public input on the proposed <br />projects and to determine whether the City Council should order the <br />preparation of plans and.specifications for Tyler Street improvements and <br />Kno11wood improvements. He stated that a public hearing had been held <br />for improvements in the Knollwood area in July. 1986. however. there were <br />objections raised by residents in the area stating that the overlay was <br />not necessary. The Council did not order the project at that time. Mr. <br />Maurer explained that as the Council has authorized a feasibility study <br />for Tyler Street improvements. they have also determined that the <br />Knollwood area should be reanalyzed. He stated that the streets are <br />badly worn and deteriorating and that it is not economical to continue <br />patching these streets. Mr. Maurer also noted that by combining the two <br />projects, the City would be able to get a better price from the <br />contractors. <br />
