MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE COMMUNITY ROOM MONDAY, MARCH 13, 1989 e Members Present: Vice Mayor, Gene Schuldt; Councilmembers, Kropuenske and Holmgren Members Absent: Mayor, Jim Tralle; Councilmember, Dobel Staff Present: City Administrator, Pat Klaers; City Engineer, Terry Maurer; Street Superintendent, Phil Hals; Building Zoning Administrator, Steve Rohlf and City Attorney, Tim Keane 1. Pursuant to due call and notice therof, the meeting of the Elk River City Council was called to order at 7:00 p.m. by Vice Mayor Schuldt. 2. Consider 3/13/89 City Council Agenda COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE 3/13/89 CITY COUNCIL AGENDA. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 3-0. 3. Consider 3/6/89 City Council Minutes COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE 3/6/89 CITY COUNCIL MINUTES. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 3-0. e 4. Public Mike Robert Bischoff presented the Council with a letter regarding the Elk River Community Theater. He explained that the Elk River Community Theater has been honored to host the Minnesota Association of Community Theaters Festival '89. one act play competition on April 7. 8. & 9. He stated he is looking for representatives of the City to help usher and assist the audience during this event and requested the Council to assist. The Council indicated they would get back to Mr. Bischoff within a week with their answer. e 5.1 Knollwood Improvements/P.H. 5.2 Tyler Street Improvements/P.H. Terry Maurer. City Engineer. indicated that a feasibility study for Tyler Street was presented to the City Council in April. 1985. He indicated that the project did not proceed because of the extensive right-of-way acquisition needed to construct the project. Mr. Maurer explained that the public hearing tonight was to receive public input on the proposed projects and to determine whether the City Council should order the preparation of plans and.specifications for Tyler Street improvements and Kno11wood improvements. He stated that a public hearing had been held for improvements in the Knollwood area in July. 1986. however. there were objections raised by residents in the area stating that the overlay was not necessary. The Council did not order the project at that time. Mr. Maurer explained that as the Council has authorized a feasibility study for Tyler Street improvements. they have also determined that the Knollwood area should be reanalyzed. He stated that the streets are badly worn and deteriorating and that it is not economical to continue patching these streets. Mr. Maurer also noted that by combining the two projects, the City would be able to get a better price from the contractors.
