<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 2 <br /> <br />City of Elk River City Council Minutes <br />March 13. 1989 <br /> <br />The City Engineer explained that the City is proposing a 9 ton design <br />urban section with concrete curb and gutter on the south segment and a <br />1~ inch bituminous overlay on the north segment of Tyler Street. He <br />indicated that the construction of the south segment between County Road <br />13 and 197th Avenue would be eligible for MSA funding as this part of the <br />street is being constructed to MSA standards. He noted that the total <br />estimated proj ect cost. for Tyler Street is $447.300 and stated that MSA <br />Funds would contribute $280.000 to the project. He stated that the City <br />is proposing that platted single family lots would be considered one unit <br />and further that one unit would be charged $1500 for the street <br />construction. Mr. Maurer stated that the properties along the south <br />segment of Tyler Street are agricultural or large rural lots and the City <br />is recommending that the assessments for these areas be based on a unit <br />basis and that 300 feet of frontage would be equivalent to one unit. <br /> <br />Mr. Maurer explained that the proposed improvements for Knollwood consist <br />of a 1~ inch bituminous overlay of the existing streets within the <br />Knollwood area. He stated that the estimated construction cost is <br />$86.200 and that the assessments would be charged on a per unit basis <br />with an estimated cost of $1.150 per unit. Mr. Maurer then proceeded to <br />go over the project schedule for both Knollwood and Tyler projects. <br /> <br />Vice Mayor Schuldt opened the public hearing at this time. <br /> <br />Jean Mord - 10906 202nd Avenue - questioned how long of a guarantee the <br />citizens would have on the overlay in Knollwood as the overlay is only <br />going to be 1~ inches thick. <br /> <br />Mr. Lindquist 10643 203rd Avenue - indicated that as far as he could <br />tell there has been no maintenance on the roads in Knollwood and stated <br />he is concerned about overlaying roads that are in poor condition instead <br />of redoing the roads. <br /> <br />Dale Jacobson - 19613 Ulysses - indicated that Ulysses between 195th and <br />197th Avenue had been overlayed approximately 8 to 10 years ago and does <br />not feel the road is in bad shape or in need of another overlay. <br /> <br />John Bakos - 19718 Tyler Street - indicated that he owns a corner lot on <br />Tyler Street and questioned the City's policy on assessing corner lots. <br />City Engineer indicated that he would receive only one assessment; the <br />highest assessment of the two roads. <br /> <br />Jan Willet - 19741 Ulysses - questioned why the City was assessing people <br />who abut the streets when everybody uses the roads. She further <br />questioned why the tax dollars do not take care of overlaying the roads. <br /> <br />Wayne Kellar - 19612 Tyler Street - indicated there is a large ravine by <br />his driveway and stated that much planning will have to be done in that <br />area on Tyler Street when the road is improved. The City Engineer <br />indicated that he will be working closely with Mr. Kellar if the project <br />is ordered. <br /> <br />Bill Weatherly 19885 Tyler Street questioned what the Engineer <br />proposed to do with the storm water runoff. <br />
