Item 5.5.

MEMORANDUM

TO:

Mayor and City Council

FROM:

Pat Klaers, City Ad~~t~ator
March 14, 2005 ~

DATE:

SUBJECT:

Community Development Director Update

The City Council last discussed the community development director position at the February 14,
2005, worksession. Attached for your reference are the minutes from this discussion.

At the February 14 meeting, the City Council decided to hire a professional executive search fIrm for
the community development director position and that this executive search fIrm should not be
Brimeyer and Associates. In this regard, I obtained information from the League of Minnesota Cities
on executive search fIrms that have been recommended to the League by cities that have used these
fIrms. This list of fIrms is attached for your information. From this list I contacted Personnel
Decisions, Inc., Sathe Executive Search Firm, and Springsted and verbally requested proposals for
the Elk River community development director search. Attached for your review and consideration
are these three proposals.

Services provided by executive search fIrms do not come cheaply; however, as discussed at the last
worksession this may be money well spent by the city. Funding for the executive search will likely
come from the City Council Contingency fund and from some savings in the 2005 budget by having
the position start slightly later than originally planned. This position is in the budget based on the
assumption that it would begin around mid-July. Each week that the starting date is delayed amounts
to a budget savings of approximately $1,775. Accordingly, if the position does not begin until
around Labor Day, a good share of the executive search fee will be covered by this savings.

Also at the last worksession, Councilmember Farber provided some comments regarding the
position description. Attached is this same position description for your review (no changes have
been made yet). Staff will be getting back to the Council in the next month or two regarding some
changes to the position description. Additional Council comments on the position description are
welcome.

The hiring range for the community development director was approved on December 13,2004, by
way of the Council Consent Agenda. Attached is this agenda memo for your review. At some point
