Call Meeting to Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River City Council <br /> was called to order at 6:33 p.m. by Mayor Dietz. <br /> 2. Pledge of Allegiance <br /> The Pledge of Allegiance was recited. <br /> 3. Consider 09/05/2017 Agenda, <br /> Moved by Councilmember Wagner and seconded by Councilmember <br /> Westgaard to approve the August 7, 2017, agenda. Motion carried 5-0. <br /> 4. Consider Consent Agenda <br /> Moved by Councilmember Olsen and seconded by Councilmember Ovall to <br /> `',,approve the following consent agenda: <br /> 4.1 August 21, 2017, Minutes <br /> 4.2 Check Register, check numbers 9905-9909 and 102912-103104 as <br /> outlined in the staff report. <br /> 4.3 Resolution 17-48 approving transfer of$66,000 to the Jobs Incentive <br /> Microloan Fund from EDA reserves. <br /> 4.4 Liquor license amendment allowing an 18' x 36' foot patio as part of <br /> the approved premises for the American Legion 112 dba Davis- <br /> Darrow-Meyer Post. <br /> 4.5 Special Event Permit and a Temporary On-Sale Liquor License to the <br /> Eagles Club for September 23, 2017, subject to the following <br /> conditions: <br /> 1. Alcohol must be limited to an area that is fenced in with secured <br /> and controlled access and be compact and contiguous to the <br /> establishment. Age verification is required and wrist band control <br /> is recommended. <br />
