Elk Request for Action <br /> River <br /> To Item Number <br /> Parks and Recreation Commission 5.2 <br /> Agenda Section Meeting Date Prepared by <br /> Action Items August 9,2017 Chris Leeseberg,Senior Planner <br /> Item Description Reviewed by <br /> Park Dedication for Final Plat for Parkview Second Steve Benoit,Recreation Manager <br /> Addition (Star Hollow Company) Reviewed by <br /> Action Requested <br /> Recommend,by motion,park dedication for the plat of Parkview Second Addition be paid at the <br /> commercial rate applicable when the subdivision is released for recording with the following condition: <br /> 1. A 50 foot trail easement along the rail line property line shall be recorded. <br /> The 2017 rate for commercial is 8% of county assessed value of property. This will equate to <br /> approximately$20,800 in park dedication fees for approximately 17 acres. The final acreage of the parcel <br /> has not yet been determined. <br /> Background/Discussion <br /> Case Number P 17-16 <br /> The subject property is generally south of 165th Avenue,east of the Jarvis Street,and northeast of the <br /> BNSF rail line. The property is currently zoned R1-a (single family residential) and I-3 (general <br /> industrial). The split in the zoning districts occurs just south of the two southern baseball fields located <br /> in Youth Athletic Complex (YAC). The portion of YAC that is developed with athletic fields is zoned <br /> R1-a where public parks,playgrounds,and open space are a permitted use. The undeveloped portion is <br /> zoned I-3 which does not allow public parks,playgrounds,and open space as a permitted,accessory,or <br /> conditional use. <br /> The applicant is requesting a zone change from I-3 to A-1 (agricultural conservation). The A-1 zoning <br /> district has a minimum lot size requirement of 10 acres. The proposed plat(approximately 17 acres) will <br /> meet the dimensional requirements required by ordinance. <br /> The applicant will be subdividing approximately 17 acres of property from the city property for an <br /> agricultural business. <br /> Parks and Recreation Master Plan <br /> The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should <br /> be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5 <br /> miles of the park. The subject property does not meet this requirement. Therefore, staff recommends the <br /> Parks and Recreation Commission recommend Park Dedication be in the form of cash. <br /> P-o , EREI / 1 <br /> MATURE <br />
