Request for Action <br /> River <br /> To Item Number <br /> Parks and Recreation Commission 5.1 <br /> Agenda Section Meeting Date Prepared by <br /> Action Items August 9,2017 Chris Leeseberg, Senior Planner <br /> Item Description Reviewed by <br /> Park Dedication for Final Plat for Trace Heights Steve Benoit,Recreation Manager <br /> Second Addition (Regenscheid Homes/Robert Reviewed by <br /> Stuttgen) <br /> Action Requested <br /> Recommend,by motion,park dedication for the plat of Trace Heights Second Addition be paid for 18 <br /> dwelling units at the rate applicable when the subdivision is released for recording,with the following <br /> condition: <br /> 1. The applicant shall install a 10'wide bituminous trail, centered in a 20' trial easement, as shown in <br /> the exhibit titled"Recommended Trails". <br /> The 2017 rate for low density residential is $1,425.93 per dwelling unit. <br /> Background/Discussion <br /> Case Number P 17-14 <br /> The subject property is generally east of Auburn Street, south of the 205th Avenue,west of Vance Street, <br /> and north of the 201st Avenue alignment. The property is zoned R1-a with minimum lot sizes of 2 1/z <br /> acres. The proposed plat meets the dimensional requirements required by ordinance.. <br /> The applicant will be subdividing the 53.77 acre property into 18 parcels for 18 new homes. There will be <br /> one Outlot used for stormwater collection. The proposed plat will have two streets that will eventually <br /> continue into the parcel to the northeast of the subject site. <br /> Parks and Recreation Master Plan <br /> The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should <br /> be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5 <br /> miles of the park. The subject property does not meet this requirement. Therefore, staff recommends the <br /> Parks and Recreation Commission recommend Park Dedication be in the form of cash. <br /> Trail Connectivity,as indicated in the master plan,indicates "Other Future Trails" are desired along <br /> County Road 33 (205th Avenue). <br /> Priority Conceptual Connections, as indicated in the master plan, shows a conceptual connection through <br /> the subject property. Now that the property is being developed, this is the time the city can further <br /> analyze this desired connection. Initiative 3 Strengthen Trail Connections (p. 55) recommends creating a <br /> connected trail network by creating a north/south spine east of Highway 169 from Main Street to 221st. <br /> IPOIERES IT <br /> NATURE <br />
