Request for Action <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.8 <br />Agenda Section Meeting Date Prepared by <br />Consent June 5, 2017 Justin Femrite, P.E., City Engineer <br />Item Description Reviewed by <br />MnDOT Master Partnership Contract Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Adopt, by resolution, the master partnership contract with MnDOT. <br /> <br />Background/Discussion <br />The Minnesota Department of Transportation (MnDOT) wishes to renew the existing contract with the <br />City or Elk River that is set to expire. This contract enhances the efficiency of delivering governmental <br />services at all levels, and coordinating such services with local units of government allows for the delivery <br />of transportation services and maximizes the efficient delivery of such services. <br /> <br />Minnesota Statutes §471.59, §174.02, and §161.20 allow for the collaborative effort for the design, <br />construction, maintenance, and operation of state and local roads. The attached partnership contract <br />provides a framework for providing services and payment to each other to quickly and efficiently respond <br />to such opportunities for collaboration, having the ability to write “work orders” against a master <br />contract such as the one attached provides for speed and flexibility in responding to those needs. <br /> <br />Financial Impact <br />The Master Partnership Contract contains terms that allows the city to enter into “work order” contracts, <br />which specify the work to be done, timelines for completion, and compensation to be paid for the <br />specific work.
