Staff received two proposals which were submitted by <br />Rainbow Holiday Design Company and Emerald Companies. The HRA authorized staff to negotiate an <br />agreement with one of the two companies to install decorative lighting based on the lowest cost and best <br />quality. The contract was awarded to Rainbow Holiday Design Company in the amount of $4,400. Staff <br />presented the proposal to the Downtown River’s Edge group at their May 13, 2015, meeting. The <br />Downtown River’s Edge group approved to contribute the $400 difference plus maintenance for a year. <br /> <br />Expiration of the maintenance agreement with Rainbow Holiday Design Company and ongoing concerns <br />with maintenance of the lights and tree trunk damage prompted a council work session discussion on <br />November 21, 2016. The Council directed staff to bring a recommendation to include a budget number <br />for lights in the annual budget and work with the Downtown River’s Edge group to maintain the lights. <br /> <br />The estimate obtained by Rainbow Holiday Design Company on January 18, 2017, includes removal of <br />the existing lights and the installation of new warm LED lights on the light poles downtown for a total of <br />$3,107. Mr. Prochnow, from Rainbow Holiday Design Company indicated that the lights will need to be <br />replaced every two or three years as they will be exposed to the outside elements year round. Ongoing <br />maintenance is estimated at $120 per month which includes up to 2 hours of labor, and checking lights <br />once per month. <br /> <br />At their December 5, 2016, meeting, The HRA discussed the implementation of the Mississippi <br />Connections plan and opportunities to utilize a portion of the budget funds over the next three years to <br />make desired streetscape improvements to downtown. Staff received a request from the Downtown <br />River’s Edge group to present their desired list of improvements to the commission. The list included <br />permanent benches, flower pots, permanent bike racks and a mural on the back side of Pompeii Pizza or <br />Elk River Meats. The HRA requested that staff bring back a proposal, including estimates and <br />maintenance costs from the Downtown River’s Edge Group at a later date for discussion and action. <br /> <br /> <br /> <br />
