The Club's main objective is to install recycled flooring at <br />a cost of approximately $50,000 to complete the entire building. In addition <br />to flooring, the Club is also seeking $15,000 for recycled content windows. If <br />the Council is receptive to this request, staff recommends that the funds for <br />this donation come from landfill surcharge fees. <br /> <br />For every dollar collected in surcharge fees, 75 cents goes to the general fund <br />and 25 cents to landfill abatement, or the purposes of mitigating and <br />compensating for local risks, costs, and other adverse affects of the facility. <br />(MS 115A.921) Funds requested for this project could be taken from the <br />landfill abatement account. Other items purchased by landfill abatement <br />funds in the past, include: recycling and refuse containers for city parks and <br />facilities; as well as the landfill methane gas project. The landfill abatement <br />account maintains a present balance of roughly $810,000.00. <br /> <br />Since 1990, Elk River's Curbside Recycling Program has achieved a high <br />degree of success. The downfall to our curbside program and many others is <br />that we simply become good at collecting recyclables, or just looking at the <br />supply side of recycling, which results in the markets not supporting the <br />materials collected. The Boys and Girls Club request allows Elk River to <br />expand its recycling program to focus on the demand side of recycling, by <br />educating the public and particularly the youth on purchasing recycled <br />content materials. <br /> <br />. <br /> <br />In consideration for this donation, the Club would allow the City access to the <br />building for environmental tours, workshops and displays.
