A.K •yoi •River MEMORANDUM TO: Economic Development Authority FROM: Pat Klaers, City Adminis, o DATE: September 8, 1997 SUBJECT: Enabling Resolution In April, 1996, the City Council approved a motion which increased the pay for the EDA. This action increased the wages from $100 per month to $150 per month. In reviewing the EDA Enabling Resolution, staff became aware that for this pay adjustment to become "official," the City Council needs to approve a resolution which modifies the EDA Enabling Resolution. Accordingly, additional City Council action is needed on the EDA wages and this required additional action provides the EDA with an opportunity to • comment on their wages. I am requesting that the EDA review its salary and provide input to the City Council on whether or not the EDA salary should be $100 or $150 per month. The following paragraphs are offered as background information on the EDA wages and budget. The EDA was established in 1987 by adoption of its Enabling Resolution. The five City Council members served on the EDA and received a $1.00 per year payment for this service. Attached is the first page of this 1987 Enabling Resolution. In 1990, the EDA expanded to seven members and the pay changed to $100 per month through the adoption of Resolution 90-5 which modified the original EDA Enabling Resolution. This resolution is attached for your information. (The Enabling Resolution was also changed in 1994 as the number of City Council members that sat on the EDA was amended.) In 1996 I recommended a pay change for the three member Utilities Commission. By ordinance the City Council sets the pay for the Utilities • Commission. This pay change was approved and, in the same motion, the City Council added an increase in pay for the EDA. Attached for your 13065 Orono Parkway •P.O.
