information is the material from this April 1, 1996, meeting when the <br /> Utilities Commission pay was on the agenda. <br /> The April 1, 1996, minutes reflect a concern by a number of Councilmembers <br /> over the EDA being treated the same as the Utilities Commission. I am not <br /> clear on why the pay of the Utilities Commission and the EDA was being tied <br /> together. Based on the work load of the EDA in terms of numbers of <br /> meetings and hours spent at the meetings, the figures show a decrease in <br /> activities since the EDA began receiving the $100 per month in 1990. <br /> Attached for your information is the EDA figures on number of meetings and <br /> hours spent in meetings from the City Clerk's 1996 Annual Report. <br /> The increase in pay to the EDA is $4,200 per year. This comes out of a <br /> budget of approximately $100,000 (see attachment). In the recent staff <br /> budget meetings, discussion took place regarding two desired EDA <br /> expenditures. One of these desired expenditures is a marketing program for <br /> Business Park properties. This marketing program is consistent with the <br /> Economic Development Strategic Plan which places an emphasis on Business <br /> Park economic development. The second desired expenditure is the <br /> Community Ventures Network program. EDA Chair Dwyer and Paul <br /> Steinman will discuss this program on Monday, September 8, 1997. Paul <br /> • could certainly use an extra $4,200 to do a Business Park marketing plan or <br /> this $4,200 annually would allow us to be a member of the Community <br /> Ventures Network program. <br /> I am suggesting that the EDA consider recommending to the City Council <br /> that the EDA return to its previous pay level of$100 per month. The EDA <br /> can then apply the $4,200 per year to either a marketing program for the <br /> Business Park properties or the Community Ventures Network program. <br /> On the other hand, if the EDA is comfortable with its wages of$150 per <br /> month, then no comments to the City Council are needed by the EDA and <br /> staff will then prepare a resolution which modifies the EDA Enabling <br /> Resolution.
