Item 5.1. <br /> City of <br /> Elk -�-� <br /> River <br /> MEMORANDUM <br /> TO: Housing and Redevelopment Authority <br /> FROM: Stephen Rohlf, Building and Zoning Administrator <br /> DATE: November 26, 2001 <br /> SUBJECT: Request for Proposal (RFP) for Historic Study of Downtown <br /> Area <br /> The City of Elk River received three proposals to conduct a historic context study of Elk <br /> River (citywide) and a Phase 1 survey in the Downtown Redevelopment Study Area. The <br /> context study will identify the historical themes significant to the heritage and development <br /> of Elk River. The Phase 1 survey will be used to determine which buildings in the <br /> 111 Downtown Redevelopment Study Area are potentially historically significant. <br /> The three proposals to conduct this work are attached to this memo. The Heritage <br /> Preservation Commission (HPC) reviewed the proposals at their meeting on November 15. <br /> Their analysis is as follows: <br /> ➢ Pat Nunnally—Mr. Nunnally bid $7,500 to do just the context study of Elk River. <br /> Mr. Nunnally specializes in context studies of river towns. Staff believes that he <br /> would do a great job on the context study, but he is not qualified to do the Phase 1 <br /> survey and is not proposing to do that portion of our request. If the city were to <br /> accept Mr. Nunnally's proposal, either a separate consultant would have to be <br /> retained to do the Phase 1 survey work or the product would be incomplete for the <br /> purposes of the Downtown Redevelopment Plan. The HPC is recommending <br /> against accepting Mr. Nunnally's proposal. <br /> ➢ 106 Group—In the past, the city retained the 106 Group to do a Phase 2 survey at <br /> Orono Cemetery when lake sediment was placed on that site. The city was pleased <br /> with the service provided. <br /> The 106 Group indicates in their proposal that they will do the context study, but <br /> they can't provide the Phase 1 survey for the budgeted amount. They would, <br /> however, provide an overview assessment of the buildings in the study area that are <br /> • older than 50 years old,which can be used as the basis for a future Phase 1 survey. <br />
